Yeah it's really frustrating. Tropius should be able to learn Leaf Blade by level. Hopefully it'll get fixed someday. :P
Sorry Deschain, as much as I also want to put Leaf Blade on it there just doesn't seem to be a way to put it with Dragon Dance. None of the Pokemon that can pass Dragon Dance to Tropius cannot learn Leaf Blade. :(
