Oh hey, the reason you were having trouble with Riolu is that caves are areas with Wild Pokemon. That means the 128 steps doesn't apply, but rather you advance the RNG 1 for a turn and 2 for a turn/step. Read those directions instead. I did the 128 steps the first time and had the same problem as you, got it right the second time :3
