try having it activate a focus sash, while knowing flail, then baton pass it 3 swords dances, and a agility, and if you can, a substitute

Hmm, very odd that it does that. I was under the impression any third gen game changed your delays.
The thing with DSes is each one is different. It looks like your DS Lite produces even delays while your other DS produces odds. (My DS Lite is odd and my original DS is even) Try taking the Ruby out and trying again.
