I run a Naughty Kingdra with 30SpA and never really had trouble killing things that would be OHKO with rocks up. 96% off of stealth rocks 12% should be enough. Even if they resist by 50%.

It's the same thing it's just that I dropped Curse and StoneEdge when Ev training it, and I neglected to use the female sprite.
If you wanted Curse I could give you the Max Def Hippo or I could try and Ev train it again
