I just saved in front of it (surfing) and surfed the however many steps I needed to surf to get to the frame I needed to get to. In order to make sure I was hitting the right delay, I just caught it, and put it's info into the reporter. Never had to worry bout confirming I hit my seed or anything. I did mine way back before we even KNEW about Elm Calls and all that stuff.

Ummmmmm I don't recall walkint into the cave advancing the frame. I know it does for Kyogre/Groudon/Rayquaza, but I don't think so for Lugia.
And you mean, "advanced your frame" right?
However, there's a chance that the steps you take between entering the room and walking over to Lugia will screw with your frame.

It is from a legit wondercard, though you'll have to ask RockinX for it.

Edit: I just checked and it does state the wondercard is a copy. If you look up at my first post, this is also explained in my AR Codes used section.
