Hey I can't post in PR, but I thought I'd give you my opinion on the cutoff method in gen 5.
I think we should go with the individual cutoff, using X-Acts formula to calculate OU. The collective cutoff may make a pokemon OU simply because it has a niche in a rain/sun team.
