And yeah, the goal is to fully EV it while keeping it under level 9. Which is rather tough (you need to vitamin as much as you can, and do a lot of swapping between pokes.).

Also, note: If possible, I'd like you to keep it under level 10. (requires using experience share, and using other guys to do the final kill.) If you can't do this (for lack of resources or whatever), it's fine though.
