Because the rain stopped when he flew off at my game. So I think I can let the rain last for 9,1 seconds, if my starting frame was 60 :P Just keep doing the chatters, you're close now. :)
Well, first I had to make clear at which frame I was starting. Mostly it was around frame 606. My Shiny PID was at 693, so I did some chatters, but sometimes I came at frame 715 or even higher. Not a big problem.
I don't know how the E4 works in BW. But yeah, 704 could be your starting frame then. And if the rain stays a bit longer, then you might've missed your Timer0. That's what happened to me
Hit your Timer0 as much as you can, go outside and mash A as fast as you can. Capture the roamer and check which frame you got everytime. Once you think you're close, (starting frame of 604-610), you can do the PID advancements.

Alrighty. Oh and, make sure you search for the right nature as well, since you cannot synch the Roamers.
Sup dude, you need to get yourself a Roamer spread, with a Shiny PID of 620-750.
When you get out of that house, the rain will advance your PID with at least 540 frames. (60 per second) According to that, 9 seconds is the fastest you can get. So, 540 + your starting frame will be around 600, so that's why you need a Shiny PID above the 620. Search for a seed like that and VM me when you got one.
I never kept track, I did it differently from the way your doing it.
