Anyways, Raikou is easy. When you're in the basement of the Burned Tower, one step away from letting the Roamers start roaming, save. Then hit your seed and advance to your Method 1 target frame. Then step forward. Simple :)

If you wanted Entei, you would advance to your target frame minus 6 since Entei's monster frame is 6. But Raikou is 1 so just advance directly to your frame :)
