There basically is no hard counter. It is a pokemon you need to play around.
This is why Jellicant is good since it can take a Stone Edge and a CC. You could pivot around it. There probably isn't room for a spinblocker with how we need to patch the team up. XD Or maybe Gliscor > Dragonite. Gliscor is usually good enough to check Terrakion.
Also Lovrina, that stall team doesn't take much thinking in my experience. Perhaps you are just rusty and need some practice. Sometimes you need to push your limits. o_O

I really hate Celebi right now. It is set-up bait for a long of things, and it is mindlessly splashed onto like every team. Roserade is fine. At least it spikes.
Jellicant is probably the crown jewel water for this kind of team. Its not like you need another phazer and spinblocking is useful. Taunt Wow is also extremely good. This is why Milotic is UU. It is pretty niche. Most things which are good with waters don't require an extra phazer. It also lead to its misuse in gen 4. Milotic isn't bad, just a little niche. :p
I prefer Suicune on a more offensive team. Hazards aren't a neccessity with it. Suicune can be saved for a team without hazards so you can have some variety.
You already have Heatran and Milotic to phaze. I was thinking more of something to really take advantage of the spikes rather than just phazing. The team needs some oomph or speed. What if your hazards get spun or you just don't have the time? That would mean parashuffler would be dead weight when you already have two phazers. You only really need one.
You can try Offensive DD Dragonite with Lefties, or use Bulky DD with Lefties. Both with Fire Punch. Bulky DD should run Roost > ES though. I like the offensive version on this team. Lefties feigns a bulky set.
Choice Band. A set without Lefties or Roost. I had two great teams which did it, one which used Sand too.
So it can definitly work. You can pressure an opponent not to lay hazards in risk of losing momentum or a pokemon. As for your team, probably a bulky Dragon Dancer. Definitly something with lefties. Or perhaps Choice Band. ^^
Not really. Dragonite can use Roost or use Leftovers. Dragonite can also switch in as they Stealth Rock.
I have a team with Dragonite which peaked beyond 1500 on Smogon in BW OU. I am currently number 9 on the BW OU leaderboard with it. I also do not use a spinner. ;)
Gengar, Latios, Latias, Sigilyph, Dragonite, Salamence, and Hydreigon kinda fit. Idk, double grass does too. I like Dragonite with spikes. Him, a lati twin or Gengar are best.
Depends on the rest of the team. I usually like Rest but Stun Spore is good if you want to slow other things down. Good if you want to provide team support for something slow or if you want to hit Dragonite with it.
Since Life Orb Rade and Scarf Rade are disgusting, yeah it is.
Toxic Spikes only affects like 1 or two pokemon on most teams. Spikes hits around 4. You can always use HP Fire or Ice > Toxic Spikes on Roserade, then try maybe Stun Spore or Leech Seed over Rest.
Spikes is best, but Toxic Spikes is a good filler for teams which are weak to it. The original set you wanted was pure Toxic Spikes which is dead weight against certain teams.
