Pretty weird to have the actual seconds be before the second that you hit. I found something using the image you gave me.

Actual Seconds: 16 | VCount: 7E | Timer0: C62 | GxStat: 6 | VFrame: 2 | Seed: not something that I wish to type

An Actual Seconds of 16 looks very probably to me so you might want to consider trying it: I widened the search as winterzzombie specified and changed your MIN and MAX IV frame to the following: 12-17, 10-14, 22-26, 10-15, 4-9, 18-23.
There will be quite a few results to pop up but most of them have way too high actual seconds. Only the first one with actual seconds of 16 is worth trying.

You could try to find it and hit a seed with it. If you get the chosen IVs hurray if not you gotta go searching again.

Not sure what you want me to help you out with regarding that seed (tell me?). You found it so now you can press "Use result in Time Finder" and search for a desired IV spread (or at least try it out first with 3 flawless IVs).

ok so i got an exact seconds result, plugged it in to the seed searcher, and got a result that had an iv frame of 2. and held keys of up right. how would i go about advancing the frame? i currently have 3 pokes in party.

Wow, wow, wow. Before you go into ANY trouble. Please search for a frame 1 spread with like 3 flawless IVs to verify your seed. You definitely want to be sure about it since you've had so much trouble with it. Walking all those steps and catching the wrong IV'd pokes will only be frustrating and time-wasting >.>

I wouldn't do key presses just yet either. Verify it first.

After that you can walk 128 steps with 1 pokemon in your party to advance the IV frame from 1 to 2 but seriously verify the damn seed first. (also turning in an area were wild pokemon can appear with you in a battle ie grass and stuff will advance the frame by 2).

Go to Time Finder. Set your MIN and MAX frame to 1. Search for a seed with (example) 31 HP, 31 Atk and 31 Def and set the other to none. Surely there will be a seed. Select one with an easy time (ie. the seconds should be something like :00, :15, :30, :45) and use it. If the pokemon you encountered with sweet scent has the IVs you specified then your Timer0 is correct. You should try this up to 2-4 times I think. Make sure you don't have to hold any buttons.

Well have you at least looked a bit at PPRNG (I'm working in RNG Reporter not PPRNG so I'll say different terms but really, they sould be understandable)? Step 8 of the guide says "Add the parameters to your configuration.".

So after you did that then go to Standard Seed Searcher:

ok so i found a seed off seed searcher, and i did all the processes, but i didnt hit my seed. could one of the problems be that i was in challenger cave, then exited, then went back in?

You shouldn't walk or anything. Save inside challenger's cave and shut the DS off. Turn it on, hit your seed and sweet scent. Then check the IVs ^^

So to be clear, once you've started the game you do NOTHING except sweet scent XD (after that you can do shit, give your pokes drugs, i don't care but don't do anything before that! wait... don't give them drugs okay?)

IV frame is advanced by walking, PIDRNG is advanced by Chatots. Seed is set once you boot up from the DS menu, past the Pokemon Company Logo.

All seeds, with the exception of a few (like eggs) start at frame 1.

That depends on what frame you are on. Like I requested you should search for a frame 1 seed (which makes things easy). You start on frame 1 so you don't have to walk to make any advancements. For any other frame you do have to advance the frame with walking. For every advancements of Z frames you have to walk a 128 steps with Z pokemon in your party.

no my seed was off it was supposed to be flawless for all stats, then 9 for speed. i had 3 pokes in my party. with a 1 iv frame. what was i supposed to do? just sweet scent?

Ninja'd, with frame 1, don't move at all. Sweet scent, check the IV's, confirm you hit your seed.

I'm not sure how PPRNG works but try seeing if there's an option to generate adjacent seeds on the current frame. You might have to right click the seed in the seed searcher. If you can find the IVs you got in the adjacent spread then we can figure out what went wrong. If you can't find them you probably have the wrong parameters.

There is such a tab in PPRNG to generate adjacent seeds. And I've been trying to help this guy, but...I doubt this would be his parameters:

In a more recent post he stated that he had found new parameters with the exact seconds. The picture you're showing is from a few posts ago and I guess you and I already both told him that those parameters are not really possible ^^

Edit: Already awnsered below. I'm guessing he's pretty to close to being succesfull at his first RNG though, have come a long way ^^
