Read the original post as to find out how you can get a custom avatar. Asking it here won't help you as I do not decide who gets one and who doesn't.
If you want to get a custom avatar and bypass the hassle of getting 4-5 badges or global driver, do what I did; check the news tab on showdown and wait for a room contest where the prize is a custom avatar. If you win then in a couple months you will have one!

yes, that will happen - only the user who’s name matches the name of the avatar can use it (if it’s under the custom avatar section - if it’s from this post, anyone can use them)

Prolly would get denied because of how a part of the Pokémon's body is cut in a straight, unnatural line at the bottom right of the avatar.
Only YashGreninja has access to that avatar, as is the same with the rest of the custom avatars; only the user who's name matches the avatar has access to use it. Only global staff on PS, contributors to PS, some badgeholders, and some room contest / event winners have access to use custom avatars.
