U-Turn noI've got a small question. If I were to use a move like Curse to increase my physical stats and lower my speed, would using a move like U-Turn pass those stat changes on to the next Pokemon?
No legendaries work with Synch in Emerald.2. The more important question, which Legendaries work with Synchronize? I heard the Regis don't, but what about Groudon, Kyogre, and Rayquaza? I'd like to at least get a good natured one of those.

Depends on what you mean by "blow through"... for me, that's always "get the starter and transfer him to another game where he's leveled up high enough to obtain all 8 badges." However, perhaps you have the simpler "play the game as-is, straight-through" strategy in mind. I can only assist by mentioning how I blow through (but read it knowing that this hasn't been thought out beyond "it works"...)1. Which starter would be the best to blow through the game all the way to the end? I've always been comfortable with Swampert....
I started with Mudkip because it is an easy win the first gym. The second is easy already. Marshtomp is immune to the third gym. And Marshtomp / Swampert can blow through the fourth gym.

I've only ever used Treecko/Sceptile (Leaf Blade + Pursuit + Cut + Brick Break), but I've always had to supplement him with a second pokemon. (Maybe you'd need to anyways thanks to forced Double Battles here and there.) Wingull / Pelipper has been perfectly fine for that. Gets additional support from a couple "HM Slave" pokemon from my very first play-through and a couple Level 100 pokemon for dealing with the Elite Four.

If that's the case, what are some examples of bulky steels and what makes them so special? Also, with that EV spread, there are no EVs on HP. Is it worth investing in Blissey's HP.Bulky waters are more relics of the past, but still hold strong in todays metagame. Because in R/S/E and earlier the only attacks that were super effective to water type pokemon were special attacks, you could have very efficient physical walls with water type pokemon, such was the prevalence of Slowbro and Swampert. This has died down somewhat with the advent of the physical and special split however, most saying now that bulky steels are the new bulky water for D/P.
If you wanted just a max defense Calm Blissy, you would probably EV it 252 def 252 sp.def, or some variation of it. Remember, Blissy always wants 252 defense evs.
Get rid of ice punch, Dragons outspeed and will OHKO you before you even get a hit in. Leftovers on Primape is also not exactly the best item, you'd want him with either a choice band or life orb.
