Umm... on most of the Jirachi offensive sets, 80 HP EV's is recommended. Any reason for this or general bulk?

The 80 in HP is usually just leftovers. From what I see 176 with a plus speed nature outspeeds base 90s (like Lucario). Max attack is 252. That leaves 80, which is just dumped into HP.
 
I would go with Ice Shard because the priority really helps when an Ice Attack is needed (such as a freaking DD'd Salamence or Scarf Flygon).
 
Ice-Shard is better for revenge killing DD Salamence, Ice Punch does more damage to anything slower. Overall, I'd go with the priority, so Ice Shard. And I'd always keep Pursuit on Weavile, it's one of the primary reasons to use it at all.

Yeah, I know you other guys replied. Can't hurt to still chip in though!

Basically you want (read: NEED) Ice Shard and Pursuit to make an effective revenge killer. Ice Punch and Night Slash are almost exclusively suited for the Swords Dance set, which is harder to pull off in OU with all of the priority users these days.
 
How does one get sprites from serebii without the ability to right click? Someone mentioned it before but I forgot.
 
Theorymon is Pokemon in theory :P Not actually playing, but stating that this and this can happen or this is supposed to do this. But in actual game play, that might not be the way things go.
