From Bulbapedia: "A Pokémon inflicted with paralysis will be unable to attack ("fully paralyzed") a quarter of the time. Additionally, its Speed is reduced to 25% of its previous value (except for Pokémon with the Quick Feet ability, where this condition raises the Speed by 50%)."
 
In Heart Gold and Soul Silver will I be able to level the EVs of my Pokemon the same way I did in Platinum? Ex: Fight Ghastly for 1 atk ev
Is there a list/guide showing all the locations of what Pokemon to train on for evs?
 
Want to try something different when playing Heart Gold this time.

Should I try a monotype challenge or a solo run? What type or what pokemon should I solo with?

I think you mean for one special attack EV, but yes, the EVs gained from a battle will be the same. I know there's a guide like that for DPP, but I'm not sure if it's been updated for HG/SS yet.

The only reason I'm making this stall team is because I want to use Milotic...

While a Pokémon with Air Lock is in play, the effects of weather are temporarily disabled. Fire- and Water-type moves are at normal power in sun and rain, Rock-types have normal Special Defense in sandstorm, SolarBeam has 120 Base Power and takes two turns, Blizzard and Thunder have normal accuracy, and Pokémon take damage from neither sandstorm nor hail. The game will report that the weather is still going, and the weather's effects will return when the Pokémon with Air Lock switches out.

roserade isn't really bulky enough for a full blown stall team. Tentacruel would be an option, but you already have two water types and a rapid spinner. I'd say get rid of Starmie and roserade, and add tentacruel or fortress, and a more physical wall, like skarmory or Gliscor. (or both)
 
If I run LeadLass in Ubers, should Thunder be used, or I better stick with Ice Beam? Can Froslass 2HKO max HP Kyogre? If not, I better not use Thunder...
 
So I am trying to clone my event Pokemon and save one of each on my Platinum version if anything happens to the ones I will be trading over to my Soul Silver version, but I can not find the right action replay code to clone them, last one I tried using was this:

and the directions were..

Highlight the pokemon, press a, then press A+Start+Select. Refresh the box by pressing l/r then going back.

Which I did but this is the third clone code for Platinum I have used and it still does not work, please help : /


Edit: Yes I read the rules before posting, but I do not know where else to go because like I said it is the third code I have used, any help with this situation would be much appreciated.
