On Serebii's description of Swift Swim it says:

"When rainy, The Pokémon’s Speed doubles. However, Speed will not double on the turn weather becomes Heavy Rain."

At what point does rain induced by Rain Dance become "Heavy Rain"?

I think it meens in a double battle if someone used rain dance then swift swim pokemon won't get the speed bonus that turn.

milotic IS NOT a special wall. it does a much better job walling physical attacks with wonder scale than it does walling special attacks.
regice is a good alternative to blissey, but cresselia is probably the best.
snorlax is definately good, but doesn't shine as much in OU as he does in BL/UU. Same thing goes for Uxie.

Do the power items up 4 for each time evs are gained(ie battle machamp get 3 atk points plus 4) or is it 4 for each ev (ie battle machamp get 12 evs)?

It just +4 each time you get EV.

IIRC: If I remember correctly..

And yeah, after getting the national dex this fisher gives it to you at the battle park or something. Go north from where the snowpoint ship drops you off, and there should be a fisherman.

The only level you can't ev train at is 100, so yeah, you can. Make absolute sure it has no evs before you start training it though.

If you Rest + Sleep Talk, would moves like Giga Impact / Hyper Beam / Rock Wrecker cancel the recharge turn or would it still apply to the Pokemon?
