Does Power Herb take away the charge turn of moves like Fly and Solarbeam, or moves like Hyper Beam and Giga Impact? like does it affect the before charge turn or the after charge turn? or both?

Yes, the new attack is doubled.

Personally though I wouldn't waste a turn trying to Power Swap. I'd even rather Bulk Up instaed.

What is pokesav? How do I use it? Can I use it? What do Smogoners believe stays within the lines of "legit" that I can do with an AR? I know I can clone,and that I cannot hack pokemon or stats. What else Can I can/not do? (And I'd also like to know if people are fine with getting the special event items to get a semi legit darkrai/arceus/shaymin)

dont use pokesav, just use your AR to get your tms/items
the only thing pokesav is good for is to check legitimacy and whatnot, but w/e
