No, both are TM moves.

EDIT: I think I understand what you're asking.

Movesets are only illegal if they are impossible to obtain legitimately. For example, Brave Bird + Hypnosis Zubat and Aqua Jet + Belly Drum Azumarill are illegal because it is impossible to breed those attacks onto the Pokemon without hacking.

Since Thunder wave + Toxic can be legitimately taught to a Blissey, it is not an illegal combination. You might piss off a few people with all the status, but it's not illegal.
 
Is MixLuke a good set for Lucario? Because I accidentally messed up on my first Luario, but it has excellent IVS in both ATK and SPATK, so what should I breed for?

It's an Emerald move tutor. In fact, I think the Battle Frontier tutors teach it.

Which stat do people usually want? I have no trades and no AR right now, so I need to breed this quite a bit for trading purposes, as I have very little patience with EV training.

Iirc, Specs Lucario can beat Blissey, and if you can take down things like Regice and Blissey, there's no point in splitting your ev's. Mix could work, but it isn't as good.

Just a random tidbit, but a Life Orb Lucario can also 2HKO Blissey even with a neutral nature, but it must run Focus Blast over Aura Sphere to do so. Just something to consider if you don't like Choice Items, but overall, I'd rather just go Specs.

Ok, I've done about 200 resets trying to get a beldum swarm. I've gotten all the other swarms... Is there some thing I have to do before beldum shows up?
 
If my infernape is holding the attack power item, has pkrs, and is fighting wild gyarados(2 atk EV's each) How many atk EVs do I get per gyara I fight?
 
Ok, I don't have a single idea on how to acquire something that has a hack check system on it. I have traded so many times on Serebii that I need to get some pokemon check for legitimacy before I begin trading on the forum. Any idea on who and where can I acquire this?

There is no such thing, well you could try using a pokemon in PBR for the wii and if it turns into a bad egg then it is hacked for sure. The problem is that PBR isn't totally accurate and it will let pass some hacks that are better done.
The second choice is using pAC (pika's anti cheat program), to use it you need an R4 or some other flash cart, copy your save file from there to your PC and use Pokesav to extract the .pkmn file of the poke you want to examine. pAC will use some formulas and other things to check its legitimacy, but it only works for pokemon caught in the wild not for bred pokemon.
The real hack checking is done using the 2 previous methods and in the case of pokemon that have been bred hack checkers examine the data of the pokemon (not the summary screen but the binary data of your save file), they analyze the data and try to match it against legit patterns to find discrepancies. It is a very complex process and to do it you should have access to the information regarding of the structure of the binary data, encryption, etc. A lot of that info is available on forums and sites on the internet, but most of it will be in japanese so people over here prefer to give their pokemon to known hack checkers like goodbar and dawnbringer.
