Has there ever been a vote on this, or anything else to validate it as policy other than the leaders saying "because I said so" and shutting down any consideration of reasonable alternatives to how complex bans are regarded?

When for whatever reason one would choose to run max speed on Gliscor (I think its just to personally to fuck with my team), what do they go with adamant or jolly? I need my tentacruel to outspeed all Gliscors, and right now, I lose to random people with more speed.
 
Standard Gliscor is 72 Spe, so to outspeed you only need 36 to outspeed (more if you like speed creep). Offensive sets need 216 to outspeed.

And on Blaziken, something else that made it "broken", was not only Speed Boost, but also reliable Sun support (super-strong Flare Blitzes), and the power of High Jump Kick.

And, regarding Blaziken, a base 80 speed pokemon running Flare Blitz and HJK without Speed Boost is not very scary at all, sun or not. Infernape outclasses it without Speed Boost.
 
Seriously, does anyone these days go with the formular HP=x*16+1 to round passive damage? It was pretty popular in the 3rd gen, let you win stall wars. Nowadays, it looks like they always bash 252 in walls.
 
Hypothetical question here...

How many speed EVs does Tentacruel (base 100 Speed) need to run to guarantee it will outspeed all Gliscor (base 95 Speed).

Assume Tentacruel has a 30 IV stat in Speed (for HP Fire), and Gliscor has a 31 IV in Speed.
 
You need 318 speed to outrun a jolly Gliscor with 252 EV on speed. Timid Tentacruel needs 216 EV on speed in order to do it.

Just figured it out. 252 Speed IVs = 298 Speed stat = can't outspeed all Gliscor.

Yeah, with that low of a difference in base Speed, you need a positive nature to outspeed other positive natures.

However, at least based on the analysis, Gliscor doesn't seem to run positive Speed natures frequently at all. If you just want to beat Gliscor's offensive set, which is the fastest thing on the site, use 224 EVs with Modest and the 30 IV.
 
check your team, maybe you have some Pokemon\ability\item that can't be used in the tier you're trying to select.

Decided to go w/ 212 Speed for now (may change to 224 later).
I'm running a faux-Metal Sound set on Tentacruel via Acid Spray.

212 outspeds unboosted Jolly Gyarados (and Timid Milotic) by one point. If Giga Drain hits on a predicted switch in / Stalth Rock on the field, Tenatcruel should 2HKO.

As much as I dearly love Blaziken, I just lol'd. BW OU is a weather-fest, and the top contenders are rain and sand. Sun isn't nearly as popular or prominent as rain/sand in OU. With the rain up, Flare Blitz is significantly weakened, and with Sand, that residual damage stacks with Flare Blitz/LO recoil pretty fast. In this metagame, sun support is anything but reliable.

Excadrill would be banned, not a variation/combination. A Sand Rush ban is not warranted, as it is not overly powerful on anything else, i.e. Stoutland.

In the same vein, Garchomp itself has been banned. We do not tier pokemon by ability, and Sand Veil will not be banned for the same reason as Sand Rush above.

So no to both questions.
 
If I understand this correctly, a pokemon itself is banned, including all of its abilities used in conjunction with the pokemon, regardless of whether or not its other abilities are overpowered?

In most cases, a Pokemon is tested, and judged, then banned, or not banned based upon what it can do at it's very best, under favorable conditions for that Pokemon.

If a thread gets too big then it starts causing problems for the forums. So we have to remake things like SQ;SA so they don't mess things up. It's usually remade around the 2,500 mark or so.

Kingdra can be used with Swift Swim, just not if you also have a Pokemon with Drizzle (specifically, Politoed) on your team.

But because in Round 2 people decided to be lazy and not care about actually upholding Smogon's policy, no one bothered to test to see which Pokemon actually needed to be restricted, so rather than banning or restricting specific Pokemon, they banned the combination of Swift Swim + Drizzle regardless of which Pokemon has either ability. As a result, you can't use even a Magikarp on a Drizzle team, or things you might actually use with the others banned or restricted but wouldn't be broken, like Golduck. And because people are still lazy and don't care about actually upholding Smogon's policy, that error in judgment has not yet been corrected, nor does there seem like there are any plans to correct it.

2. How does our ranking have to be in order to be able to vote?

This is exactly what I needed. Although I never have ran HP fire tentacuel (the thought never crossed my mind ever actually). Its not so much of a problem though because now I found a better way of dealing with it, but thanks.
 
The pokemon usage rankings came out and celebi was ranked in the top 20 for BW OU, though it currently uu. It's not broken in uu, so will it move up to ou because of its usage or stay down in uu, because it is not overpowered.

Basically are the tiers based on usage or power?
 
it's actually both. If a Pokemon is OU usage-wise then it will be banned from UU even if it was not too powerful for that tier. On the other hand, if a Pokemon is UU usage-wise, but it's proven to be too powerful for the tier, then it will be banned from UU and become BL.
