What are some good mons to pair up with Sliggoo? I'm thinking something to cover the Ice and Fairy weaknesses and something that beats most Knock Off users, but I don't know which ones would work.

Steelix doesnt mind taking knock offs and can handle Fairies. Also Garbodor can do both and can also deal with Physical threats like Sawk that threaten Sligoo. Also fighting types like AV Chan or AV Yama can take Ice type attacks and Knock Offs for SLigoo but they have to watch out for Jynx however SLigoo can be so Specially bulky that Sash Jynx's Ice beam cant 2hko Curse Sligoo, it runs Rest Talk so it doesnt mind Lovely Kiss and Outrage almost OHKO's Jynx back.

What is a good lure for dark types in NU?
Every Dark-type in the tier apart from Skuntank gets absolutely wrecked by a modestly powerful Signal Beam, so usually running Signal Beam + Colbur Berry on a decently powerful Psychic-type like Mesprit or Musharna is enough to draw in and KO a Dark-type. Ghost-types that run Will-O-Wisp + Colbur Berry such as Mismagius or Rotom can also draw in Dark-types and neuter them (including Skuntank) so that they can switch out and let a teammate clean up. Specs Beheeyem with Analytic is particularly notable for being able to OHKO Skuntank if it tries to switch in using Hidden Power Ground, but as it's only ever used for this power, you might struggle to actually lure it in this way against an experienced opponent.

imo Ferroseed deserves a mention too. it takes care of most Normal-spam, as well as easily beating almost every rocker noted above with Leech Seed. Thunder Wave is nice support for offense teams, and Iron Barbs helps chip away at things that need to be weakened for a team member to sweep / clean up. only annoying part is it's typing, being weak to Fire and Fighting doesn't really help in this meta. but it's still something to be considered, even when building offense
 
Mesprit is my favorite rocker for offensive teams because it doesn't lose momentum because of U-Turn, it has great support moves like healing wish and thunder wave, and it is a really great fighting resist which is much needed in this metagame.

As far as spinners go on offensive teams, I like hitmonchan the most because it is the most reliable and its priority lets it check Omastar after a shell smash which can run through many offensive teams. However if you're in need of a fire resist, Kabutops is great.
 
Spinblade 237 Charizard has a variety of viable sets it can run, each just about as threatening as the last. A special attacking Choice Specs / Life Orb set is pretty much it's bread and butter though, and looks like this:

Zard can also make solid use of a Bulky SD set which has been gaining popularity lately. The set is typically something like

Charizard
Ability: Blaze
EVs: 248 HP / 128 Def / 136 Spe
Jolly Nature
- Acrobatics
- Will-O-Wisp
- Swords Dance
- Roost

You can also go with Max HP max Speed on this set, if speed tying other Charizard and out speeding base 95's and below is particularly important for you team. Lastly, Charizard can run a pretty neat Dragon Dance set that doesn't see too much usage but can be really effective. The set goes like this:

Ability: Blaze
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant Nature / Jolly Nature
- Dragon Dance
- Flare Blitz
- Thunder Punch

I would say no. I don't have the biggest experience with Weather-teams, but from what I can tell, especially for Rain-teams: all 6 members are necessary. There's the obvious Damp Rock liepard, mesprit/garbodor, and the rest of the team are Rain-abusers. I guess you could run Torterra as your second rain-setter, but I don't see what it has over any other mon with RD, especially since Synthesis only heals 25% in Rain.

Nothing on Sun, and I don't really see either Hail or Sand viable enough.
 
Hariyama, Hitmonchan, and Primeape are three good "Fill in" spots for it. Unfortunately nothing quite offers what it did in terms of raw hitting power and coverage, but these 3 have been what people are using to kinda fill in the gap a bit.

Yama offers similar Knock off + CC coverage bit lacks the speed plus has nice bulk, Hitmonchan has a bit better speed the Yama but lacks Knock Off and also offers spin, and Primeape is the closest you might find to Sawk in terms of base stats, but lacking Knock Off it doesn't function like the wall break Sawk was.

Out of the 3 you generally pick what your team needs based on what they offer.

strong wallbreakers such as Specs Pyroar and Specs Aurorus can break through that core without too much trouble. Both of them can be killed by Steelix so you'd have to break the sturdy first though.
CM + Psyshock + Heat Wave Xatu can also break through the core, although Sludge Bomb poisons are really annoying, and it has to roost up on Steelix quite often.

To be fair you could do pretty well just running a faster Weezing of your own with Taunt. It stops Steelix outright, can lock Weezing into Sludge Bomb, making it much less threatening, and stop Audino from using Calm Mind or Wish and chip away with Sludge Bomb if it's already Mega Evolved. I sometimes run 252 HP / 92 Def / 164 Spe Bold, which also outspeeds Jolly Rhydon.
