after a little googling, I found this:

Can I transfer Pokemon between English and Japanese games?
No. The Japanese-language DS games will only recognise Japanese-language GBA
games for Pal Park purposes, and it is likely that the English-language DS
games will only recognise English-language GBA games.

Can I transfer Pokemon between US and UK games?
Yes. The compatibility issue only exists between games of different
languages; the English-language Pokemon games from various regions are
basically identical.
here's the source

You might want to take a longer reading though, I just skimmed so far that I found that, since I do not even own a DS pokemon game (or a DS for that matter).

Hope this helps.

Yes it does, thank you very much. I will read the article thoroughly.

I'm a bit ashamed I didn't find it since I tried google for a few days, but this is exactly the info I've been searching for, thank you.

A little off-topic: there is a notable difference between US and UK version of Platinum: UK versions do not have playable slot machines in the game corner. Supposedly due to EU gambling laws, but I think Nintendo are probably being over-cautious.

I want to teach two pokemon substitute but there's only one tutor for that. Is there anyway I can get it onto two pokemon? Also, is Smeargle, like Ditto, able to breed with every pokemon but legendaries? Would this allow me to breed Smeargle so I can get two pokemon with Substitute?

I wouldn't be remotely surprised. However, I'd say 2013 at the earliest.
Another possibility might be GBA games released as a 'virtual console' on the DSi, Wii, or future generation console.

That would be kinda pointless, as I can just get the tutor to teach it to a certain pokemon instead of breeding again.

I tried breeding a Kecleon with Substitute and a Nidoran, didn't work. >.<

OK, inheritance of tutor moves may not happen.

It's not pointless though. (I'll take a TM example since I know that works). Say you want a Charizard and a Salamence both with Aerial Ace. There's only one TM. So you teach Aerial Ace to your male Charizard, then breed it with a female Bagon/Shelgon/Salamence, and you get a baby Bagon with Aerial Ace.

I don't think so. The Kecleon I bred learned Sub through leveling up. I'm going to try breeding a Smeargle if that works.

Only way for a pokemon to learn a tutoring move and NOT use the tutor is if the move is an Egg move. Then you just need to get a parent with that move and breed, and the result egg should have the move. You can check what moves are counted as Egg moves on those pokes of yours on Serebii dex at least, maybe on Bulbapedia too (never checked so closely there).

If you want a special tank then it is perfect. If you want a slow special wall you have what you need, just don't try to speed it up. I never seem to have time to get good IVs so congratulations.

That looks pretty good. I don't know what set you want it for (and whether Sassy's a good nature), but those are decent IVs. Speed's a bit low, but you can probably find sets where it doesn't matter.

I'm running EQ/IceBeam/Toxic/Rest on it. I gave it Sassy because my team is relatively weak to spc attacks. It's the same Pert in the thread I started. Basically, it's going to work as a tank.

When are latias' nature and IVs set in sapphire? Is it after you watch the tv, or after you first encounter it?
Also, does anyone have any tips for getting one with good IVs and nature?

I believe the Lati@s is made once you start the game for R/S, and made in Emerald when you watch the TV. It's incredibly difficult to get one you actually want, but the best way to is to have a second game to trade to and start you Sapphire over and over until you get one you want. I certainly would not do this as it is horribly time consuming having to beat the E4 constantly just to get one pokemon. Or, you could always use AR or GS.

Bummer.
I have emerald though, but I didn't really want to reset it...
Oh well, if I have to!
Do you have any tips for finding it in emerald?

Chances of you getting one with the right nature and IVs are slim. I would not do it, just take whichever lati you're given.

In Emerald, seeing it for the first time is all up to chance. Then, your pokedex can track it. Every time you fly, Lati@s will move to a random location, and move one route over when you walk into a different area. So lets say you flew to Lilycove and Lati@s moved to route 122, you could move to route 121 and Lati might move there. Of course, Lati@s won't always move two routes away from the city you flew to, and in this scenario it could have moved the opposite direction and gone to route 118 instead. Just keep flying to random cities (not Battle Frontier, or Pokemon League Ever Grande) until he is two routes away, and move to the direction it is in, and Lati might just wander into your current location.

For your lead pokemon, have a sleeping move and damage it as much as you can. Keep putting it to sleep so it won't flee. If it's low in health, switch to someone like a Wobbuffet to trap it.

Or, when you see it, damage it, let it flee, and repeat the tracking process. Lati will have the same health and PP every time you see it. Once it's damaged and you see it for the second time, keep a Wobbuffet in the lead position, then keep using poke balls. Alternate option, you could always use a master ball lol.

The Emerald RNG manipulation guide suggests taking a catcher on your first e4 run, so it's ready for when you get Lati@s.

But honestly, you're probably better off getting your Latis in HGSS. (HG gets -as, SS gets -os, though there are event items for the other).

Speaking of Emerald's RNG, do you know where I can find a list of all the frames? I've downloaded one, but I have no idea how to translate it and the instructions for doing so are confusing.

How the bloody hell do I capture the legendary dogs in (original) Silver? I haven't even SEEN them. I've repeatedly crossed the border between Ecruteak and the route south of it, taking about a dozen steps in the grass each time (using repels with a lv 35 Pokemon in the lead slot), but no luck. Yes I have let them out of the basement of the burnt tower.
Is there any way to get seen entries in the Pokedex (besides cheating)? That would make things a lot easier. Or is there any bias in routes they show up on (besides it being Johto only)?
