I think necturna should be able to evolve, because it will allow for some level of depth to the charecter, rather than the notion of just catching it and having insane stats.
The idea of CAP is to explore the creation of pokemon, and I think pre-vos are being. Neglected a little.

To me Necturna's just too big and detailed to be a singular creature. One ickle baby would be perfect.

Necturna looks to me like a more evil counterpart to liligant who has one pre-evo. Also it's a similar complexity of other 2 stager's (Volcarona Jellicent Scrafty)
