What a boss. Best Dragonite check in the game, no questions asked (other than special dnite but nobody uses that), and not bad otherwise.
 
Nice work man defensive Cloyster is a beast especially with Dragonite being so popular right now!

I have been using one extensively in my sun team and i am very familiar with its role so here are my 2 cents:

Put 16 EVs in S.Def and put enough EVs so that your attack will reach 250.
The above EVs ensure that you will never be ohkoed from a 4 S.Atc Latias Dragon Pulse while you always ohko behind a sub after 1 round of Lefties and SR.
This is very crucial because sub-Latias is a very big threat to any Sun team and Cloyster can deal with him very nicely if EV'd correctly.
So this is another dragon that Cloyster can shut down.
And the evs that you are going to take from Defense (68 EVs)don't hamper you defensive capabilites iirc.

Also another thing i want to stress is entry hazards.
I don't think that giving to Cloyster a 3rd role(hazard layer in addition to rapid spinning and being a reliable dragon counter) is a wise decision.
Cloyster's main job should be Rapid spining away.In the turn that you will have spun the hazards the opponent will have brought out a counter and you won't have time to put spikes/t-spikes.
Of 'course you could bring Cloyster in when there are no hazards and go straight up for the spikes but again you are giving to Cloyster too many jobs to do,which is not the best thing to do considering his nonexisting S.Defense and his awful defensive typing and weakness to SR.
Finally when the opponent realizes that Cloyster is a spiker they are going to send in their Rapid Spinner meaning Starmie,Tentacruel or Forretress.
See how Cloyster is unable to do hurt 2 of the 3 and even all 3 if he lacks HP Fire or if its raining?

Imo giving to Cloyster a set of Icicle Spear,Rapid Spin,Ice Shard and finally one of Rock Blast or HP Fire is the best option.
With HP Fire Cloyster is able to 2hko every Scizor,Forretress and Ferro out there in sun with Icicle Spear and HP Fire,while with Rock Blast Cloyster can reliably counter any Gyarados and opposing Cloysters.
Also i think that you must mention when Cloyster should be chosen over other Rapid Spinners.
For me Cloyster works better as a somewhat offensive Rapid spinner which can at the same time deal very good with Dragons.Do these 2 qualities remind you of something?
That's right Sun teams!Hazards and dragons are 2 of the biggest problems of sun teams and that's were Cloyster should be mainly used.

Using Cloyster inside sand is not a good idea since you will be taking away its only form of recovery(lefties) and a spinner with no way of recovery and weak to SR is no good(except if you have the offensive presence to make up for it,f.e.Starmie).
Using Cloyster in rain is also not wise as you will have serious lack of synergy type-wise.
Every rain team is going to have Politoed and one or more of Starmie/Tentacruel,Rotom-W,Gyarados.So adding Cloyster means a 3rd water typed mon which is not the best option overall.

So with my above statement into account(Cloyster's main use is inside Sun teams)i am trying to justify my above set that lacks entry hazards.

Sun teams desperately need a spinner and a dragon check/counter.
So giving to a poke these 2 jobs is already enough pressure for it.
It is better to not give him another primary job to do(entry hazards layer)and instead give him a useful priority move that can check many weakened threats if the need arises like Sawsbuck,Latios,Latias,Dragonite,Salamence,Landorus,Latias,Venusaur,Hydreigon,Gliscor,Celebi etc.
 
Thanks for the input! I was planning on putting a lot of those points into the analysis already, in fact you went ahead and did the 4 spA Latias calc for me. I am personally a huge fan of one hazard + spin on Cloyster because Rock Blast, HP Fire and Ice Shard never seem like an absolute necessity and the most recent team I used it on gave it ample opportunities to use both. I will do my best to give every useful option it's fair mention.

TBH, I consider Cloyster more of a defensive Rapid Spinner, since it has trouble taking out common ghosts types, such as Sableye and Jellicent (It could take out Gengar with Icicle Spear + Ice Shard, though!). These defensive Rapid Spinners are better off having entry hazards, so they are not totally useless when Jellicent blocks any attempt at spinning. I'm not saying that it's a bad idea to NOT have Spikes / Toxic Spikes over some coverage move to check more things; just offering an explanation that Cloyster isn't overburdened in having an additional role.

Cloyster as a Sun Rapid Spinner is very intriguing - that's a great point, you brought up alexwolf. I would say Cloyster offers Donphan good competition as a Sun Rapid Spinner, with its more useful ice offense to check Dragons + Landorus. Donphan checks Terrakion and Tyranitar better, though, thanks to its Rock resist. However, if you have a Dugtrio, I guess this is a moot advantage! Donphan learns Odor Sleuth to consistently spin hazards, too.
 
I like Pocket's point a lot on why Cloyster needs to run a hazard. In other news this is now ready for GP checks!

<p>This Cloyster has the most potential on weatherless teams, Hail teams, and Sun teams because Sand and Rain teams have other options who cope with residual damage much more easily. The main thing to remember or 'take note of' when adding teammates fitting this Cloyster into a team is that a resisted Surf is about as much of a threat to Cloyster as a Close Combat; you can’t rely on Cloyster’s weak special resistances to check special attackers at all. The rest of the team will have to pull all of the slack in terms of checking special attackers. Physically, Fighting, Rock, Electric, and Grass attacks call for team support. Nidoqueen is an excellent defensive partner who not only covers 3 of those Cloyster's weaknesses, but she also absorbs Toxic Spikes, <add comma> allowing Cloyster more switch in opportunities or 'lengthens Cloyster's longevity'. Check implemented, the last part about Psycho Boost Deoxys-S needs to stay as is because it does have a problem trying to kill Cloyster with Superpower, it's probably a 6HKO at best without LO.

If you look in the AC, it says you can use 16s.def evs...
Ah i didn't see it...
But anyway investing 16 in your s.def is very easy.Just take them from defense while you don't get ohkoed by anything important with the missing evs.
But beating 100% of the time all the Latias running around is very handy 'cause most of them won't see this set coming and will stay in attempting to ohko only to be ohkoed back.
And beating SubCM Latias is very big for Sun teams,ask Alpahtron or any decent sun player.

Mentioning only 16 evs sounds...I don't know,i would say weird.

Spikes or Toxic Spikes should be used to soften up the opponents team and to use or when a bulky Ghost-type switches in, but using both is inadvisable. Cloyster fills its niche more effectively with another attacking move and will certainly not have the opportunity to set up both hazards. Surf is a good secondary STAB move to broaden coverage against Steel-types, Fire-types, and Mamoswine. Ice Shard is also useful to pick up a possible KO on Gengar and to revenge kill threats such as Dragons and Landorus.</p>

Here are a few calculations to show just how bulky Cloyster is on the physical side.

<p>The EV spread gives Cloyster a jump point in Defense and allows it to obtain a few notable KOes. Assuming you have Stealth Rock and hail on the field, Icicle Spear will OHKO Gengar, 2HKO standard Gastrodon, and 3HKO standard Ferrothorn. If you are not running hail, the power is still useful and can get the job done on those pPokemon, but you also have the option of adding more defense. 16 SpD EVs guarantee that Cloyster will survive Dragon Pulse from an unboosted 4 SpA EVs Latias.</p>

<p>On sun teams, Hidden Power Fire is an excellent secondary attacking move; it is the ideal attack against Steel-types such as Scizor, Skarmory, and Forretress. Rain gives Surf more power, but Tentacruel and Starmie are usually better choices for rain teams. Rock Blast can make further use of Skill Link, hitting pPokemon such as Gyarados and Volcarona hard. Razor Shell may replace Surf as a secondary STAB move, (Comma) but it doesn’t hit physically bulky Steel-types such as Skarmory and Forretress as hard. Lastly, Clamp or Whirlpool can be used to prevent direct switching, (Comma) which may help keep momentum in your favor. However, the popularity of “Volt-Turn” tactics makes these moves less viable.</p>

<p>To maximize Cloyster's utility, it should be used only on hail, sun or weatherless teams, (Comma) as sand and rain teams are better off using other Rapid Spinners. The main thing to remember when fitting this Cloyster into a team is that a resisted Surf is as threatening to Cloyster as a super effective Close Combat; in other words, you can’t rely on Cloyster to check special attackers at all. Nidoqueen is an excellent defensive partner who not only covers 3 of Cloyster's weaknesses, but also absorbs Toxic Spikes, giving Cloyster more switch-in (Hyphen) opportunities. Latias and Celebi are also ideal partners for Cloyster,; (Semicolon) they cover 3 of its weaknesses, sponge special attacks which that plague Cloyster can't take, and take advantage of Cloyster's Ice-type resistance in return.</p>

<p>Function-wise, Abomasnow and Ninetails are great partners,; (Semicolon) the former gives Cloyster the advantage of Leftovers recovery in a metagame that lacks Ice-types, while the latter allows HP Fire to be used as a solid secondary attack. A spinblocker is a good teammate to help preserve Cloyster’s hazards. Jellicent is generally the best option because it boasts more resistances than other defensive Ghost-types, which is very important considering Cloyster only resists Water- and Ice-type moves. Lastly, an alternate spinner, Prankster Taunt, or even Magic Coat user can be useful because Deoxys-S has become an incredibly common hazard lead and has no problem killing Cloyster with Psycho Boost or Thunderbolt.</p>
