Reasoning: Rukia is a shinigami from Bleach. She is a spirit that protects different worlds from malevolent spirits such as Hollows that threaten the mortal realms. Her icy blade gives her a variety of methods of attacking with ice as well as her natural abilities of being a shinigami that allow her to unleash spiritual energy known as Kido. Other abilities she has are Shunpo (super speed), and the ability to purify spirits. Her unique ability comes from her being able to lower temperatures to absolute zero. This flash freezes her opponents, rendering them unable to move. Rukia's signature move Soul Purification comes from her ability to purify dead souls as well as being able to turn living souls into spirits (such as turning Ichigo into a pseudo-shinigami) with her sword. It's been a ages since I watched Bleach so let me know if there's more accurate terminology for anything. Her stats are approximated to her shown combat abilities as well as all being multiples of 13 thanks to her being a member (and eventual captain) of the 13th Division).

Reasoning: As I was writing this I realised the Forest Spirit is essentially Xerneas. Except at night when it turns into a giant beast. In the movie, Princess Mononoke, the Forest Spirit loses its head and once it turns into the Nightwalker, the forest starts to die with it. It learns similar moves to Xerneas since they seem to be based on the same deity. When adapting it's Night Walker ability, I attempted to find some balance between Power Construct Zygarde, Xerneas and Regigigas.

Reasoning: Atsuko Kagari, more commonly known by her nickname Akko, is the number 1 fangirl of Shiny Chariot and the main protagonist of Little Witch Academia. Normal/Fairy as she’s a witch, albeit due to being from a non-magical family, having a low work ethic at first, and having most of her magic unintentionally drained from her by Chariot herself, she was arguably more muggle than witch for the first half of the show. Competitive due to her relationship with Diana. She very much disliked the Cavendish at first due to her greater skill at magic, attitude, and seeming flawlessness. Not helped by her own insecurities about her own magic. Transform references her skill with the Metamorphosis spell. Encore, Decorate, Charm, Follow Me are her showman tendencies, born from Chariot. Prankster and Nasty Plot represent the chaos her impulsiveness and recklessness cause. Dream Eater and Nightmare are from her adventures in Sucy’s mindscape in “Sleeping Sucy”. Signature Moves are the First to Sixth Words to Arcturus. Her mega form represents the seventh. The Seven Words of Arcturus are seven special words that form a spell with the power to break the seal of Grand Triskelion, World-Changing Magic. Grand Triskelion, the ability, represents how using the world-changing magic needed the support of everyone across the nation.

Reasoning: Crona is Ragnarok's meister of intentionally unclear gender, and initially worked for Medusa due to being an experiment made to be a Kishin. Dark due to being an insane serial killer, which also explains Unstable. Moxie comes from Crona/Ragnarok getting stronger by eating souls. Black Blood is Crona’s main power, which is artificial blood made by Medusa. It can harden, heal wounds, and counter cutting attacks. Movepool, aside from STAB, is mainly sound and cutting attacks. Signature moves and G-Move are the soul resonances that Crona uses in the show. The mega form is when they fuse with the black clown, another of Medusa’s experiments.

Surpassing Limits comes from his tendency to...well...surpass his limits.

Reasoning: Penny Polendina is an android created to protect the city of Mantle. As just a robot, she has a ton of swords concealed in her back, which are her signature weapons, AKA Floating Array. She can use them to pick up objects, do sword things, shoot lasers and block attacks. The electric steel typing is due to her being a robot. She gets most of her steel and electric attacks from this, as well as Magnet Rise, Fly and Acrobatics due to her Rocket Boots keeping off the ground during combat. Sacred/Secret Sword is from her signature weapon, as well as the Order attacks. Aura Sphere is a reference to how her maker gave her part of his soul. Memento is a reference to the fanbase's reaction to Season 3, as Penny got turned into quarters and a ton of bad things happened. The rest of her moveset comes from her inheriting the power of the Winter Maiden, a being that uses magic, which can basically do anything. As Penny hasn't used the powers on the show as far as I've seen, I'm basing it off the other Maidens and the former Winter Maiden. The other Maidens had control over elements and the terrain, and while some chose to specialize, others have demonstrated an ability to use all sorts of elements to attack. Origin Pulse is there for flavor as this was a power from basically the gods.

Reasoning: Probably Ubers or AG, the whole idea was to represent the collective whole known as DougDoug's Twitch chat as a Pokemon. DougDoug often gives the chat control of either a character or the world, and as a collective whole, they often fight each other and don't get anywhere. However, when they do work together, the results can be disastrous or extremely helpful depending on the goal. This inspired the Pure Chaos move, which will probably(definitely) be banned. Environ Control is based off challenges where the chat must stop the player from completing a certain goal by controlling the world. Overcompensate is for the chat's inability to make precise movements. Most of the most moves come from things like the GTA mods or select moves from games they've played like Mario or funnily enough, Pokemon.

If you define it as an entity (with agency?) in media other than video games, which is what I took it as, then in this case, it is a character as it is the driving force or main character of many of the videos. I don't mind removing but I want to have a clear definition for the next time I make a submission.

Ability-wise, he gets Oblivious for being particularly air-headed, Moxie because its Japanese name translates to "Overconfident" (a personality trait), and No Wi-Fi because his plasma counteracts Haumea's electrical manipulation of thought patterns.
Feint (Attack) and Sucker Punch stem from the trick he uses to get by the feelers of Dr. Giovanni's insect form (can't have your thoughts read if you're not thinking), while Detect and Foresight are based on Benimaru's teaching to feel life on the battlefield.

Overview: The one and only Pepsiman. Despite his somewhat clumsy nature and tendency to wind up injured, he seeks to provide refreshment in the form of Pepsi to anyone that needs it, running straight to situations that call for it. His main power is to summon Pepsi, which is close to Water, and his body seems to be metallic similar to a Pepsi can, which justifies Steel. While not the absolute strongest, he is certainly rather fast, capable of speedy reactions and of outrunning a speeding truck. His physical durability is also notable, as he's able to take a good deal of punishment without being incapacitated. His role is as a cleric and pivot, with the notable benefit of healing his team by being sent out. He can also run things like Heal Bell, Wish, or Life Dew in Doubles. If you want a bit more of an offensive presence, you can run one of Pepsiman's STAB options, a priority move, and of course, U-Turn. And if you want to disrupt your foes, why not give them a nice can of Pepsi instead of whatever else they were holding?
