Welcome to Smogon! Take a moment to read the Introduction to Smogon for a run-down on everything Smogon, and make sure you take some time to read the global rules.
From my brief research, the best strategy seems to be leveling it up to 100 Friendship, then spamming X items against passive wild Pokemon to 200, then leveling up to 220. This sounds a bit onerous and expensive, but having Umbreon online by Wake if not Fantina sounds important for information completeness. I won't know the practicality of this approach for sure until I test.
My run is still ongoing, but I've executed the strategy and want to share my results ASAP. Turns out you can only buy X items from Veilstone Dept Store, so I played Eevee as normal until that point. After training it up some while holding Soothe Bell to test against Rival 3, it entered Veilstone at 139 Friendship.
I bought 30 each of X Special, X Sp. Def, and X Speed, the cheapest at 350 per. This is affordable with the various sell items and/or Amulet Coin use.
I fished up a Magikarp at the pond just south of Veilstone, used six of each X item I bought on top of the six or so I incidentally picked up playing normally, then ran away once maxed out.
In hindsight, I should have just switched to reset the boosts. That would save a lot of time from getting unlucky from failed fishing.
In four battles, I had reached 200 Friendship, the max you can reach using X items. It's indicated by two hearts in the Friendship Checker app.
Note that Soothe Bell increases Friendship gains by 50% rounded down. This means that +1 activities such as walking and X item use do not get any boost.
This X item process took around 17 minutes of real time with battle animations off and touch screen navigation. With switching instead of running and better fishing luck, this could easily take 15 minutes or less.
This gave me Umbreon at level 31, a reasonable level before even facing Maylene. My overworld navigation was accelerated in some areas and back-and-forth in others, so I think my walking Friendship gains were in the ballpark of a casual run.
I got one massage, used two vitamins, and fainted twice for other FS modifiers.
I personally think this method, while not a game-changer that would cause tier shifts, is a worthwhile strategy for getting FS evos faster. It would be worth mentioning for certain Pokemon entries as a way for casual players to get their payoff a bit sooner, especially Espeon and Chimecho, which have an advantage over Maylene. If I didn't use this method, I think getting the evolution by even Wake under efficient play would have been an issue. 15 minutes is comparable to a brief grinding session you'd undertake if you're worried about the upcoming boss. Someone could easily do it while watching TV and have their evo much sooner, possibly saving 15 minutes of hassle in the long term.
Recently doing a new Platinum run, and I'm gonna attempt that Secret Key exploit on that run if possible. In the meantime, I'm still gonna dump all the Platinum logs that I've been saving, and this one consist of Geodude(No Trade), Wormadam-Trash, Gastly (No Trade), and Tangela (I forgot the "exact" Nature on them, but I know its all neutral nature)

D Tier. On this run, I was struggling to pick which mon should I run next, as I've already done the majority of current As, Bs, and Cs. Then, Volt suggested me to used WormaTrash, thus I decided to used it. It is great in the early-game, then its irrelevant past that. Its defensive-typing felt honestly overrated. Sure, it technically has no weaknesses because Sinnoh has almost no Fire-type, but it doesn't make WormaTrash invincible or anything. When I read "Bug/Steel is the best defensive type", I interpreted it as it resisted a lot of stuff, which only happened in the early-game. Past Fantina, it doesn't really resist enough, it felted kinda little. You could argue E Tier because honey trees really sucks, but its early-game performance is enough to ranked it as D Tier personally.

There were cases where Night Shade doesn't even 2HKO stuff on route, which is pretty bad given how frail this mon is and Ghost/Poison typing doesn't give you enough resistances. Sure its a 25% encounter, but its a Safari Zone mon, which it can flee, and has the lowest catch rate of 45. Just for comparison, Quagsire and Noctowl had 90, Bibarel had 127, then the rest (including Carnivine and Tropius) had around 200. C Tier. Couldn't say much here. Gliscor is mostly okay, but i wished it could have done better in the late-game, 95 Attack can be little lacking sometimes.
This is the only one that's a little surprising from your post. I would've thought B tier. By running Gliscor you're already planning to invest the Earthquake TM, and it might be the best candidate for it in the game aside from Garchomp. Plus Faint Attack right before Fantina, Razor Fang & Aerial Ace TM at very reasonable points of the game. Level up Swords Dance, re-learnable elemental fangs, along with plenty of other viable coverage moves. And solid matchups overall on paper on account of its great defensive typing & stats to open up SD opportunities. I don't have formal logs sorry, but just thought I'd chime in on this one.

I could definitely see D tier. Just want to say Repelling Marsh area 1 or 2 with a level 31 mon in front might be a better approach to improve the encounter experience. I've run this mon multiple times and that part really isn't that bad. It's more so the horrible late game matchups.
You do get Tangrowth pretty soon after catching Tangela and it has fantastic base stats for that point of the game, along with fairly immediate access to a solid move set. Plus a great Wake matchup, who's a moderately difficult boss. I'd personally nominate C tier but could see D.
As a recent Gliscor user I agree with C tier, it's better in paper than it turns out in practice, the speed and attack and bulk bench marks just don't hit the way you want and the matchups late game when it comes online are largely hostile

C Tier, with a chance of B Tier. This mon feels more of a C Tier, but I could see it in B. Its Electric-typing can be a lifesaver, especially into some of the harder bosses, which is why I think Luxray is great on some people, and double Intim core with Staraptor is great at neutering physical attackers. Spark is a great STAB in the early-game, but that's its only best physical STAB throughout the game. Thunderbolt is fine tho. Its middling speed is a letdown on some fights, and its showcased by Wake. Unless you outspeed his Gyarados, you have to rely on not getting flinched or Floatzel will beat you.

C Tier. Psyduck is just bleh until Surf, and its Roark matchup requires you to be faster than Cranidos in order to sweep there. I think you’re better off just catching a wild Golduck instead. Surf Golduck is a good mon, and I do like that it could actually beat Cynthia's Garchomp, but that's pretty much about it. I tried this mon as a HM Slave on some run, and its like 2nd best one right after Bidoof. It doesn't learn Cut, but that move was only used in like one section and is pretty much useless afterward(unless you want to grab Earthquake TM or Shock Wave TM). Too bad Psyduck doesn't learn Rock Climb (only Golduck does).

Rock Slide 1HKOs Golbat and the rest are 1HKOed by Earthquake
Can sweep ==Cyrus 3==
Rampardos L46 @ Rawst Berry
Rock Slide 1HKOs all bar Gyarados, who survives a hit due to Intimidate. At full health, Rampardos can easily set-up Rock Polish against Crobat, Honchkrow or Weavile and outspeed all of them. If Houndoom attacks you, you can only set-up on Crobat unless you off-screen heal
Can beat 4 ==Volkner==
Rampardos L48 @ Cheri Berry
Set-up Rock Polish and 1HKO all with Earthquake
Clean sweep ==Rival(League)==
Rampardos L52
-1 Rock Slide 1HKOs Staraptor after a Defense Drop.
Avoiding Staraptor
Rock Slide 1HKOs Roserade, 2HKOs Heracross and puts Floarzel in red. Floatzel almost 2HKOs back with Brick Break. Aqua Jet is only a 3HKO.
Beats 1 at best. With 1 heal, you might possibly beat the rest if set-up Rock Polish ==Aaron==
Rampardos L52-53
Rock Slide 1HKOs Yanmega and Vespiquen
Earthquake 2HKOs Drapion. Drapion 4HKOs back
Head Smash 1HKOs Scizor. Scizor speedties
Beats 3. Can beat 4 if you set-up Rock Polish and SD on Drapion. ==Bertha==
Rampardos L52-53
Earthquake 2HKOs Whiscash and Golem. All 1HKOs back
Bad ==Flint==
Rampardos L52
Set-up Rock Polish and 1HKOs all with Earthquake. Infernape finishes you off if Houndoom attacks you
Can sweep ==Lucian==
Rampardos L53 @ Soft Sand
+4 Soft Sand Earthquake 1HKOs all. If Mime uses Reflect on T2 instead of T1, then Gallade lives a hit and beats you
Can sweep ==Cynthia==
Rampardos L53
Rock Slide is close to 2HKOing Spiritomb. Spiritomb 2HKOs back, Togekiss 1HKOs back.
Bad unless you reliably 2HKO Spiritomb
B Tier. Rampardos is carried by having a super high Attack stat, because man, does this mon used Earthquake a lot on routes, and some unSTAB move in some cases, and if you value STAB so much, then have fun using Rock Tomb until after Gym 7. Performance-wise, it does have some good matchups, including Distortion Cyrus, but it may rely on AI derps to sweep some fights, such as Maylene, Flint, and Lucian. i didn’t like it only uses Swords Dance for 2 or 3 matchups (Candice and Lucian, and to some extent, Aaron). I’m not sure what’s the average time for finding the fossil in the Underground, because I got mine in just under 5 minutes, and that might drop it to C if it takes too long. It also hogs the Earthquake TM for itself, and it needs it to sweep Candice (If you’re not gonna used Fire Punch), Maylene, and Byron.

Croagunk L31 @ Fist Plate
Can 1v1 Lucario by 1HKOing it with Fist Plate Revenge
Beats 1 at best ==Rival(Pastoria)==
Croagunk L34 @ Fist Plate
Fist Plate Brick Break 3HKOs Roselia (4HKOs if it goes for Leech Seed T1) and is super close to 1HKOing Buizel. Roselia outspeeds and almost 3HKOs back (guaranteed if it goes for Leech Seed)
Might only beat Buizel at best, beating Roselia requires luck ==Wake==
Croagunk L36 @ Wide Lens / Zoom Lens
-1 Faint Attack 19HKOs Gyarados due to Potion.
Revenge (unboosted) 5HKOs Floatzel
Brick Break 4HKOs Floatzel
+4 Wide Lens Focus Blast 2HKOs Gyarados and 1HKOs the rest. Good luck hitting
Despite Dry Skin, Gyarados and Floatzel still kept spamming their Water move for whatever reason
You need Focus Blast to sweep here, otherwise you only beat Floatzel. You can beat Gyarados, but its very slow
As L37 Toxicroak
Set-up SD twice. Gyarados still spams Waterfall despite Dry Skin
+3 Faint Attack 2HKOs Gyarados, the rest are 1HKOed by +3 Fist Plate Brick Break
Clean sweep ==Cyrus 1==
Toxicroak L37
Brick Break 1HKOs Sneasel. Sneasel outspeeds and 3HKOs back
+2 Faint Attack 2HKOs Golbat. Golbat 2HKOs back
Murkrow outspeeds and 1HKOs back
Only beats Sneasel ==Rival(Canalave)==
Toxicroak L38-39
Avoid Staraptor and set-up SD to the max against Floatzel and 1HKO the rest with Brick Break. All outspeeds (Roserade was faster than L38 Toxicroak, but at L39, Toxicroak is faster than it). If you're slower than Roserade, you need to win 50/50 as it either finishes you off or it randomly goes for status if you used Sucker Punch, Grasswhistle is more threatening.
Beats 3 or 4 ==Byron==
Toxicroak L39 @ Fist Plate
Fist Plate Brick Break 1HKOs Magneton and is close to 1HKOing Bastiodon. Magneton 2HKOs back
+2 Fist Plate Brick Break is close to 1HKOing Steelix
Beats 2 at best. Can only sweep if you can 1HKO Steelix ==Saturn 1==
Toxicroak L40
Fist Plate Brick Break 2HKOs Bronzor
+2 Dread Plate Sucker Punch puts Golbat in red. Golbat outspeeds and almost 2HKOs back
Beats 1 at best ==Mars 2==
Toxicroak L40
Fist Plate Brick Break 2HKOs Bronzor and 1HKOs Purugly. Purugly 3HKOs back, Bronzor 2HKOs back, Golbat outspeeds and 2HKOs back
Beats 1 at best ==Candice==
Toxicroak L43 @ Oran Berry
+2 Sucker Punch 1HKOs Froslass and the rest are 1HKOed by +2 Brick Break. Sneasel almost 2HKOs back, Abomasnow is sent out last, so no Snow Cloak hax from Froslass
Can only sweep if you avoid a 2HKO from Sneasel. ==Cyrus 2==
Toxicroak L44-45 @ Dread Plate
Brick Break 1HKOs Sneasel. Sneasel almost 2HKOs back
+2 Dread Plate Sucker Punch 2HKOs Crobat
Beats 1 ==Saturn 2==
Toxicroak L45

+2 Brick Break 1HKOs Bronzor

Toxicroak L46 @ Rawst Berry
Brick Break 1HKOs Houndoom and Weavile. Both outspeeds
Beats 2. You need to heal if Houndoom attacks you ==Volkner==
Toxicroak L48
+4 Dread Plate Sucker Punch 1HKOs all bar Luxray, who was put in red.
Unreliable to get an SD Sweep. It needs Dread Plate to 1HKO Electivire, which means no Cheri Berry. Electivire (and possibly even Jolteon) picks you off with Quick Attack after a Charge Beam into +1 Charge Beam from Jolteon. Electivire comes in next ==Rival(League)==
Toxicroak L51 @ Chesto Berry
Poison Jab 2HKOs Floatzel
Brick Break 2HKOs Snorlax
+2 Sucker Punch is super close to 1HKOing Roserade
+2 Brick Break 1HKOs Snorlax. Set-up SD on Roserade, Snorlax comes in after that
Beats 3 ==Aaron==
Toxicroak L52 @ Toxic Plate
Toxic Plate Poison Jab 2HKOs Heracross and 3HKOs Vespiquen without Defend Order boost. Heracross outspeeds and almost 2HKOs back with Close Combat
Brick Break 3HKOs Scizor. Scizor 2HKOs back
Beats 1. You need 1 heal to beat 2
You can beat 4 if you set-up SD on Heracross, but you need 1 or 2 heal to not get picked off by Drapion (it comes in next after Heracross) and hoping Heracross isn't going for Close Combat (glad it randomly uses moves) ==Bertha==
Toxicroak L52
Nope, gets smashed to oblivion ==Flint==
Toxicroak L52
Fist Plate Brick Break 1HKOs Houndoom. Houndoom outspeeds and 2HKOs back, the rest 1HKOs back
Beats 1 ==Lucian==
Toxicroak L52 @ Dread Plate

Sucker Punch, but it failed
Mr. Mime used Reflect
Attempt 2

Mr. Mime used Psychic
Attempt 3

Mr. Mime used Psychic
Attempt 4
maybe i should go Sucker Punch... But it failed
Mr. Mime used Reflect
Attempt 5
Sucker Punch, but it failed
Mr. Mime used Reflect
OH, COME ON
Attempt 6
Used SD and Mr. Mime went for Light Screen
Finally, then Bronzong comes in next and is only 2HKOed by +2 Brick Break
Dread Plate Sucker Punch 2HKOs Mr. Mime under Reflect, 1HKOs Alakazam, 2HKOs Espeon. All 1HKOs back, Mr. Mime had tendency to go for Psychic or Reflect
Only beats Zam at best. You have to win 50/50 to beat Mr. Mime ==Cynthia==
Toxicroak L53 @ Fist Plate
Fist Plate Brick Break 3HKOs Milotic and 2HKOs Lucario. Lucario almost 2HKOs back with Extreme Speed. Earthquake prob 1HKOs
Beats 1. Could beat 2 if Lucario went for Extreme Speed for whatever reason, but you need 1 heal to beat both.
C Tier. I won't say much here besides this mon just cheeses Wake so hard, because the AI doesn't take account Dry Skin's Water Immunity, though you need to evolved there for that fight. Outside of that, it was okay overall

Beats 1 at best. Needs 1 heal to beat 2 ==Cynthia==
Uxie L52 @ Choice Specs
Choice Specs Psychic 2HKOs Roserade. Roserade outspeeds and 2HKOs back.
Only beats Roserade if it went for Toxic turn 1.
E Tier. Its a late-game mon with a middling offense, but its damage output is barely different compared to Mesprit in terms of KO ranges, and its better speed and bulk would gave it score certain KOs reliably

F Tier, with a chance of E Tier. Horrible IVs aside, there's not that much difference between Mesprit and Uxie in terms of power, but the lower speed can hurt a bit. It could still be F Tier due to being a roaming pokemon, which is still annoying to get even with Marker Map App.
