[OVERVIEW]
While Helioptile may look appealing due to its ability Dry Skin, its poor bulk makes it unable to take attacks without being heavily damaged. One thing that Helioptile has going for it is access to Glare, which can paralyze Ground-types, and U-turn, which allows it to avoid getting trapped by Diglett. However, Helioptile's advantages are not enough to make up for its shortcomings, as other Electric-type Pokemon like Chinchou and Magnemite both outclass this Pokemon due to a better Special Attack stat, better defensive typing, and better bulk. Elekid can also perform Helioptile's offensive role better due to its higher Special Attack stat and its better Speed.

[SET]
name: Life Orb
move 1: Thunderbolt
move 2: Surf
move 3: Glare / Hidden Power Ground
move 4: U-turn
item: Life Orb
ability: Dry Skin
nature: Timid
evs: 92 Def / 192 SpA / 16 SpD / 196 Spe
ivs: 11 HP

[SET COMMENTS]
This set is designed to make Helioptile hit as hard as possible, serve as a pivot with U-turn, and paralyze Pokemon with Glare. However, it can be easily be taken care of by common Pokemon like Foongus, Mienfoo, and Timburr. Furthermore, Electric-type Pokemon like Magnemite, Chinchou, and Elekid can do Helioptile's role better while having a more useful ability.

[OVERVIEW]

Replace the mention of its low HP being good for LO recoil because that's not particularly useful and replace it with a mention of its access to U-turn, which allows Helioptile to pivot without fear of Diglett. No particular need to mention Helioptile's Normal-typing, and it'd be good to cut down on the overview's length, it's a bit long.

[SET]

ivs should be 11, not 19. 19 is the final HP, but the IV needs to be 11 for Helioptile to hit 19 HP.

[SET COMMENTS]

Make it explicit that Helioptile is serving as a pivot with U-turn. Rather than Onix and Croagunk, instead say Foongus. I'd also recommend saying Timburr over Mienfoo here, or you can have both. Change up how you're saying that Chinchou, Magnemite, and Elekid all outclass Helioptile, right now it's too similar to how you put it in the overview. Either up in the overview or in set comments instead phrase it as most teams preferring one of the other electrics because of bulk/typing/stats.

This is fine.

Implement this and give yourself 1/2

In the overview, I would explicitly state that Helioptile's advantages are not enough to make up for its shortcomings.

looks good, 2/2
