Set Comments:

  • Leech Seed + Protect is very annoying, capable of Stalling out many opposing threats in addition to the Health obtained by Rain Dish
  • Grass Knot hits many theats for hard damage including Groudon and Kyogre
  • Ice Beam hits Rayquaza and other Dragons that resist Grass Knot
Additional Comments:
  • Toxic can be used to Toxic Stall in addition to Leech Seed
  • Toxic Spikes are a great idea in order to help Stalling and weaken targets
  • EVs are to counter Kyogre as efficiently as possible
Teammates & Counters:

  • Kyogre is a given as it provides Ludicolo with Rain Dish recovery
  • Entry Hazards allow damage to rack up along with Leech Seed
  • Scizor can U-Turn out while resisting Grass Knot and Ice Beam.
  • Steel Types in general wall this set although they suffer from Leech Seed damage
  • Calm Minders can take hits and set up (Mewtwo, Latias, Arceus)
  • Zekrom can take an Ice Beam and easily KO with a CB Lightning Strike
[Team Options]
  • Kyogre is a given as it provides Ludicolo with Rain Dish recovery
  • Entry Hazards allow damage to rack up along with Leech Seed
[Optional Changes]

  • An Offensive Set Life Orb and Swift Swim can be used
  • Boiling Water can be used for Burn Chance and Water STAB
[Counters]

  • Scizor can U-Turn out while resisting Grass Knot and Ice Beam.
  • Steel Types in general wall this set although they suffer from Leech Seed damage
  • Calm Minders can take hits and set up (Mewtwo, Latias, Arceus)
  • Zekrom can take an Ice Beam and easily KO with a CB Lightning Strike
[Dream World]

  • Ludicolo's Dream World ability is Own Tempo, which prevents confusion. This Ability is not very useful in comparision to Rain Dish and Swift Swim
 
There were some spacing errors, but I fixed them. Is this not effective as a sweeper? I haven't actually tried rain sweeping, but I don't see why it wouldn't work at all outside of the greater prevalence of sandstorm.

Ludicolo is still a great Swift Swim sweeper in this gen. It is a real pain to deal with because of its great STAB coverage. It messes with a lot of the new multi-typed pokemon. EnergyBall/Surf/Ice Beam/filler is awesome, it is neutral to electric and grass, and can deal with water types that can screw with Rain teams. Ludicolo is still a top exploiter of rain, and I am honestly baffled by the fact that it isn't the first set listed (let alone completely omitted).

It also gets Swords Dance. That set was amazing in DPP UU, but I have yet to test it in BW. It may be worth a mention in the final analysis somewhere.

edit- Surf should also be an option over Grass Knot on the Support set. This will help it not be walled by Steel-types, and Water is a better attacking type overall than Grass is in every tier except Ubers.
