People would normally expect coming out and going to another mon, but this lure actually works well since Tsareena doesnt usually have moves to touch croak(bar Play rough who isnt that strong)

handy for OHKOing Roserade, Nidoqueen, etc. Usually unexpected and get surprised Toxicroak expecting to tank a hit and kill.

EV spread allows Regi to live LO Low Kick after rocks and get 2HKO if it gets predicted on the switch. EQ also comes in handy to stop Nasty Plot from Salazzle and avoid A-Wak from subbing

Toxicroak outspeeds Pangoro and can pretty much come in on any of Pangoros attacks and can recover the health back up with its STAB in Drain Punch.
Earthquake acts here as the lure, since Toxicroak gets hit super effectively by it.
Earthquake is a clear OHKO on Toxicroak.

It's a pretty neat tech as beam is usually the most that can be done vs croak, and usually Croak will win the 1v1, barring crits. However, HP Psychic just absolutely decimates Croak.
