Specs Necrozma can tank a non-200 BP Flail, and has sets that have Hyper Voice, which reliably beat SubFlail while 2HKOing all other variants of MLop. Usually, the only way Lopunny beats those sets is if it runs Return or something.

While I appreciate your opinion and don’t think Hyper Voice is a bad option, the fact of the matter is that Hyper Voice Necrozma has little to no usage in the 1v1, and that’s a large thing we have to take into account when coming up with sets and checks. It’s impossible to counter every single possible set a Pokemon can run, and while Necrozma has the capability to run Hyper Voice, it has not been viably proven to do so.

[OVERVIEW]

Mega Lopunny's has very high Attack and Speed stats, which allow it to outspeed and ohko OHKO many Pokemon, for example such as Jumpluff, Mega Gardevoir, (AC) and Landorus, with strong moves such as Fake Out + STAB Giga Impact or and High Jump Kick. It also has access to utility moves like Substitute and Encore (RC) that make use of its high Speed to break status move users such as Ferrothorn and Type: Null. Mega Lopunny can also use as well as coverage moves like Ice Punch to hit 4x effectively weak Pokemon like Landorus and non-Protect Dragonite. Its abiliy ability Scrappy allows Normal-type and Fighting-type moves to hit Ghost-type Pokemon, thus allowing it to hit Pokemon like Mega Sableye, non-Choice Scarf Blacephalon, (AC) and non-Flash Cannon Aegislash. However, while Mega Lopunny has great speed and offensive power, it lacks on the defensive side its defensive qualities are lacking. Its poor bulk makes it so that allows Choice Scarf Pokemon like Darmanitan, Porygon-Z, (AC) and Haxorus with a Choice Scarf can to simply outspeed and ohko it. It also has no reliable way of boosting its stats, and it's its offensive moves lack in type coverage.

Moves
======
Fake Out allows Mega Lopunny to move first, thanks to Fake Out's priority, flinching the opponent land a flinch on the opposing Pokemon and dealing additional damage, and also bypassing abilities such as Sturdy from Pokemon like Golem, Carracosta, (AC) and Magnezone (RC) and Multiscale from Dragonite, so as long as they do not run Protect. Fake Out also gets Pokemon like Mega Sableye in killing KO range. Giga Impact is Mega Lopunny's strongest attacking move. Once a Pokemon has low enough HP, you should finish it using said move. It's (use tip, repeated next sentence) Its high attacking power mixed to with Fake Out's chip damage allows it to reliably kill KO high tier top-tier Pokemon like Mega Pinsir, Mega Charizard Y, (AC) and Mega Gardevoir. High Jump Kick is another powerful STAB move. High Jump Kick's fighting type that can hit supereffectively Rock-types and Steel-types that otherwise resist Giga Impact super effectively, like Magnezone, Heatran, (AC) and Mega Tyranitar. Ice Punch allows it Mega Lopunny to hit 4x supereffectively Pokemon like Dragonite, Garchomp, (AC) and Landorus, which are often present in the higher tiers of the metagame, super effectively. (swap w/ Encore sentence) Encore uses Mega Lopunny's high Speed to effectively lock opposing stall or setup Pokemon like Type: Null and Kee Berry Mew into a status move, allowing it to attack freely. Substitute also performs functions well alongside Encore; (SC) at the cost of either Giga Impact or High Jump Kick, (AC) it can provide better support against Pokemon like Flash Cannon Aegislash. Thunder Punch is also another coverage option, which that allows you Mega Lopunny to hit Mega Gyarados before Mega Evolution 4x super effectively (RC) and will get Mega Gyarados it in range of a High Jump Kick if they do it does Mega Evolve.

Set Details
========
The 252 Speed EVs with a Jolly nature allow it Mega Lopunny to outspeed all Pokemon with a base Speed lower than 135, (comma) This Speed tier allows it to beat which includes Pokemon like Greninja, Jumpluff, (AC) and Kartana, common fast 1v1 threats. 252 Attack EVs give it maximum Attack to take out as many things foes as possible. The 4 Defense EVs are leftovers, and serve to marginally boost defense.

Usage Tips
========
Fake Out is almost always the best option turn one, unless the user opponent has either the ability Inner Focus or Steadfast. Then, use either Giga Impact or High Jump Kick depending on the opponent's foe's typing; if the user it can survive a Giga Impact, for example such as Tapu Fini, you can use High Jump Kick to put them it in killing range of Giga Impact. Aegislash is a tricky matchup. Its move thanks to King's Shield allows him to reduce your attack by two stages, while protecting himself in the process. Against non-Flash Cannon Aegislash, you can use Giga Impact, Fake Out, (AC) or the 4th coverage move until Aegislash runs out of King's Shield PP (RC) and then kill KO it with High Jump Kicks. In order to beat Flash Cannon Aegislash, however, you will need to run both Substitute and Encore. If Pokemon like Kee Berry Mew use status moves, (AC) you can outspeed them and lock them into the status move with Encore during the next turn; (SC) (if the opponent opposing Pokemon has Prankster or uses a priority status move, (AC) use it during the same turn). Thunder Punch can be used to beat Mega Gyarados, (comma) Mega as regular Gyarados's Intimidate heavily cripples your Mega Lopunny's offense, and this doesn't allow you to ohko it preventing the KO with from Fake Out into followed by Giga Impact. So, If you’re carrying Thunder Punch, the play is to use Thunder Punch turn two 2, after Fake Out. If they don’t Gyarados doesn't Mega Evolve expecting a High Jump Kick, Thunder Punch followed up by another Thunder Punch will KO Gyarados it regardless if they it Mega Evolves on the second Thunder Punch. If they it does Mega Evolve on your the first Thunder Punch, use High Jump Kick afterwards, and you’ll get the KO.

Team Options
==========
When teambuilding with Mega Lopunny, you'd want to include bulky Fairy-type Pokemon like Clefable and Tapu Lele, which can beat physically bulky Pokemon like Mega Charizard X, Kommo-o, (AC) and Primarina (RC) and give it bring great typing complementary coverage. In return, Mega Lopunny also provides good coverage for Steel-type Pokemon such as Magnezone and Heatran, which threaten these Fairy-types. It is always preferable to bring strong hard-hitting Pokemon like Aegislash and Blacephalon (RC) that are able to beat bulky offense Pokemon like Mega Metagross and Magearna. Mega Lopunny also helps in return (RC) by covering well against Sturdy Pokemon like Magneton and Golem (RC) and strong specially defensive Pokemon like Mega Charizard Y. The last good asset way to support Mega Lopunny are stall Pokemon such as Whimsicott and Illumise that can beat Pokemon that outspeed Lopunny, such as Zeraora, or that have way too high bulk for Lopunny to deal with personally, for example such as Mega Slowbro. Pokemon like Whimsicott and Illumise should do the trick.

[STRATEGY COMMENTS]

Other Options
=============
Mega Lopunny can also decide to use Substitute alongside Flail, using its high Speed to set up Substitutes (RC) until it reaches 1% hp (RC) and use a 200-Base Power Flail, which gets 200 base power at that point. (AP) This option, while sacrificing a coverage move, allows it to more easily take down Pokemon like bulky non-Flame Charge Mega Charizard X, Mega Blastoise, (AC) and Choice Specs Necrozma. You can also opt to give up the Jolly nature for an Adamant one, which would sacrifice sacrifices the matchup against Timid Greninja to instead beat offensive Landorus-T with Fake Out followed by Ice Punch.

Checks and Counters (fix formatting)
===================
Protect Users: Sturdy or Multiscale Pokemon like Dragonite, Magnezone, and Sawk can use Protect turn one on the Mega Lopunny's Fake Out, allowing them to use their ability to resist take a hit and ohko OHKO back with a strong neutral or super effective (RH) move. Yawn + Protect Pokemon like Mega Blastoise-Mega and Mega Swampert can also tank a hit from Mega Lopunny and have it go put it to sleep, KOing it in the successive following turns.

Faster Pokemon: Moderately fast Choice Scarf sets users like Porygon-Z, Haxorus, (AC) and Tapu Lele and faster Pokemon in general (RC) like maximum Speed Zeraora and Deoxys-Speed can outspeed Mega Lopunny and ohko OHKO it.

Bulky Offense: Sets that are able to tank a hit and set up (RH) or OHKO back generally have the upper hand against Mega Lopunny. Examples are Magearna, Mega Metagross, Zygarde, Kommo-o, Mega Gyarados, (AC) and Mega Charizard X. (AP)

The Dutch Plumberjack implemented for him. Only thing i didn't change is the explanation of the 4 defense evs; 1v1 is a very optimized meta EV wise and its better to clarify for certain that any investment at all does not serve a specific purpose. Several other Pokemon run 4 evs for download users, for example.
