Flower veil does do things; it protects you from status, taunt, etc. The reason why people think it does nothing is because the only pokemon that gets flower veil (florges evolution line) is not a grass type, and flower veil only affects grass types.I think you mean flower gift(veil does nothing I think) also megas can only have one ability.
I can see Bellossom becoming a Fire-type and getting Weather Ball if she gets Drought.I fell Bellossom should get Drought because one of the dex entries states that many believe Bellossom's dance is a ritual to summon the sun.

I'm definitely in support of Dragon/Water though, Pokemon can fly without being flying type. Look at Scizor, Golurk, Garchomp (in the anime), and especially look at Escavalier's dex entries, which state it "flies at mach speed" or some shit.
Besides, Gyarados in no way represents a flying type and its still a flying type lol.
Yeah, I'm more accepting of Dragon/Water as long as it's not crazy. It'll need quite a boost in Special Attack to do meaningful damage so it's pretty balanced.I kinda want to see Drizzle Dragonite. My reasoning for this is Dragonair can freely control the weather, so it kind of makes sense in a way. With great moves such as Hurricane, Thunder, and (possibly STAB-boosted) Surf getting buffed in the rain, specially attacking Mega Dragonite doesn't sound too odd. Mixed attacking is even a possibility with Waterfall, Aqua Tail, and Aqua Jet getting the rain boost and hitting special walls hard enough. Ditch the Flying typing for a Water typing, and we have one hell of a special tank on out hands. With only Dragon and Fairy weaknesses as a Dragon/Water-type, Multiscale isn't even needed that much, and one can always improve on those defense stats, though STAB Hurricane in the rain is hard to pass up.
Specially offensive Dragonite with Tail Glow. It's different from Dragonite's general role. I guess Calm Mind could be swapped for Tail Glow, but Tail Glow makes more sense. Its Speed should be within 90 to prevent it from being overpowered. It also gets a lot of Special Moves naturally, so no real need for additional movepool. Multiscale is a great ability it shares only with Lugia. So that should definitely stay.
Honestly let's just keep multiscale.
Or maybe give it Adaptability.

I can see a stat spread going something like this: 100 / 134 / 115 (+20) / 150 (+50) / 120 (+20) / 90 (+10). Powerful as it may be, it would lack Multiscale which is pretty much the only real reason to use Dragonite over Salamence, so a powerful mixed weather sweeper would easily be another tactic to set itself apart.Yeah, I'm in favour of Dragon/Water as long as it's not crazy. IMO a focus on bulk and the legality of Heal Bell and Defog with Multiscale is what can set Mega Dragonite apart. Dragonite can stick with items from Weakness Policy to Lum Berry to Leftovers to enable it to sweep.I really want to give Dragonite something other than Multiscale so it doesn't brutally outclass his base form.
The thing about Multiscale is that it may be used before mega-evolving just to take a hit. So either way you'll get similar usage out of it.
