If you have a naturally caught (non-chained, non-bred) shiny you can get your SID from RNG Reporter. If you have between 4 and 7 chained shinies you can get your SID from RNG Reporter.

in HGSS does the radio show in the bottom right hand corner vary by day? 2 of them which I can't remember the names of advance the frame by 1 each, but Buena's Password doesn't advance it at all. Does Buena's Password only appear on Tuesdays or something?
Pokémon search party plays for one hour from 00:00, 03:00, 06:00, 09:00, 12:00, 15:00, 18:00 and 21:00.
Serial Radio Drama plays for one hour from 01:00, 04:00, 07:00, 10:00, 13:00, 16:00, 19:00 and 22:00.
If your time is outside this, you will get Buena's Password, which cannot be used as it does not affect

You base your SR off the first position of the roamers - ie the time right before you save. All subsequent resets and differing roamer locations are used to show what delay you landed on.
Note that a frame of 5 on the nature/Shininess/gender/ability section is rather high. Ideally, you want 1 or 2 so you don't have to do any advancements. I hear you can Joey to advance the frame by 2 each - if you're doing it this way, then you're fine.
For IVs soft reset, set the frame a bit higher than 5. Like 7-9 or more maybe so that you can get a good elm verification.

If i start up platinum ready to catch somethin RNG abused is the starting frame 0?
like if my target frame is 1 so would i have to advance it ?
to rng in emerald do i have to check sid/pid for it too?
Champloo: Starting frame is not always 3 - it depends on roamers. With 3 roamers, it is often times 3...but sometimes it can be more. I've had it at 4 before so yeah. It's nothing to concern yourself with though - simply enter in your data into RNG Reporter and it will calculate it for you. From there, just confirm with roamer location and a few elm calls to see if you hit your delay. That's the reason you should normally pick a target frame of about 7 or more when IV abusing.
Also, I take it that means you got the shiny egg - congratulations :)
Riddlinkid: To my knowledge, Joey call advances it too (it says so in most guides I've read). If that has changed, then nvm, but yeah :P
Yes, unfortunately so - you can call elm as much as you want for Shiny/ability/nature/gender but that's because it's on a separate counter.
