Not sure what it means by SRing- you should always be saved and in front of the legendary first. You have to use Wichu's amazingly handy tool to find a target frame, then work out its timings.
The first thing you need to do is get in front of Regigigas and save your game, then shut off and get it to the right time. Then you work out from the necessary delay how many seconds you'll need to wait (Delay/60 = delay in seconds, then you subtract this from the seconds value you need). Then you take this hypothetical value (99.9% it'll be wrong; don't worry about this) and carry out the timings as if this was the real deal. Then masterball Regigigas, and find his IVs. RNG Reporter will tell you what delay you actually hit. Work out how far off in seconds this was from your target, and adjust emloop as necessary. You should then have your correct timings, so just keep trying until you hit the target, working out if you've hit the target by doing coin flips. Have another window of RNG reporter open with your seed in, having generated the list of egg spreads for you. If you've hit the seed, any coin flips you do will match the egg spreads perfectly. If they don't, you've hit the wrong seed.
You can't.I'm trying for a shiny giratina in the torn world, on frame 45. Since the monster frame is 12, that means I have to advance 33 more frames. How would I do this if I have 6 pokemon in my party?
On the original pages it has conflicting opinions on the heads/tails of magikarp/pokeball? Which is heads and which is tails?
And might someone tell me how changing the year affects the seconds?

I can't seem to find it again o.O sorry.
And I am aware that changing the year alters the delay as stated.
I'm aiming for a delay of 599 [2009 on seed 1A000264] and so changed the year back to get it to my usual ~delay of 603. However, when I did it and caught a pokemon to check my seed it came up as 29 seconds as opposed to my usual 14.
I thought that this had something to do with changing the year or is it just an anomaly?
Nope, you can do your coin flips without worrying what the other NPCs are doing :)
Actually, coin flips are set when your initial seed is generated (and perhaps by some other stuff, but that information will do).
So if you get the right frame, and the coin flips match, you can be quite certain you have your desired pokémon, because when the coin flips match, you're certain you got your initial seed correct.

So I perform that, confirm I've hit the correct seed and delay by catching some wild Pokemon out in the resort area, and proceed to hatch my egg, but when it does it has the stats of the frame 31 hatch and not the frame 32 hatch. This has happened twice now (correct seed, seconds, and delay, but frame is at 31 instead of 32) and I am quite baffled.
And additionally, if something mysterious is going on that I cannot control, what is a reliable way to advance the frame by 1 instead of 2? If I cannot figure out the frames, perhaps I can find another way to get to frame 32.

4. If good, do flips. If bad go to step 2.

Anyway, I'm heading off to church soon, but when I get back I'm going to finally "attempt" to RNG that Regigigas.
Just wanted to post a very short list of what I plan to do in case I'm going about it wrong.
I already know my avg. Seconds and Delays so I'll ...Is that the right concept or am I way off? To be honest it's pretty confusing to me though I did get a shiny Gibble on the 2nd try with shiny tapping and egg hatching.
- Synchronize my clock
- Go to the resort area
- SR on the next minute
- Catch a L50 pokemon
- Put it's stats and the date and time into RNG reporter
- Select a spread and generate a target time
- Fly to Snowpoint(or is it "peak"...whatever) and save in front of Regigigas with the correct party members.
- Reset my DS Clock and hit the target time and delay the very first try (yeah! believe it! ;D)
- flip coins to verify.
- page flip and walk however many times I'll need to advance the frame to whatever RNG says to
- Masterball Regi and check his IVs to see if I hit it.
- If not try again.

That's what I thought so I tried it and I was still off, then I adjusted it again and it said the date/time was wrong even though it wasn't. I tried it a few more times (after setting teh clock each time) and it still said the date/time was wrong. Also the seconds aren't matching. >.<I think it is, if IIRC, then you catch a pokemon, check delay/seconds an then you adjust your emloop timer.
