About the coin flipping, and the RNG reporter, in the "seed to time", the part about delays, only got 2 digit slots, and the second only 1, i cannot reach 9 seconds, nor 99 delays, what do i need to put there?

also, in the main part of the RNG reporter, to find the frame for catching a pokemon using method J, i need to input the method 1 seed, but there is somewhere I do not know what to put in, what does it mean starting frame?

For Catching Pokemon you should have it on Method-J so I dont know why your bringing up Method 1? Method 1 Seeds ARE Method J Seeds.... For every Method 1 Seed theres A Method J but not the other way...
For Starting Frame just leave that alone I personally dont know what it means but its not nessesary fot Capturing Pokemon (I think...?)
The Frame(s) Should be listed below once you enter your Seed in and click Generate... Use those and use the one that matched with the Pokemon your trying to catch Encoutner Slot
and finnally, in the route 230 in platinum, the only non-controlable NPC's(wich i think both can be stopped with th Vs Seeker) are one swimmer♂. and a swimmer♀, both faing each other, being the ones at the far left right?

You should Battle ALL NPC's that are not moving in a consistant Pattern...Wandering NPCs are those who walk or turn in a random pattern. The best way to tell if the NPC is moving in a random pattern is to simply observe it. If, after a few moments, you can't predict the pattern of its movements it is a wandering NPC. All Wandering NPCs in a zone will advance the RNG even if they are not on the same screen as the player character; therefore, it is important to know if there are any at all in the particular zone where you are capturing a Pokémon. You can tell when you enter a new zone, (remove) because a location box is briefly displayed showing the name of the zone.

1st question:
I mean, in the "Seed to time" box, at about half of the window, there are some boxes, 2 for delays, and 2 for seconds. In delay boxes, you can enter only 2 digits(and delays use 3 digits), and a box for seconds, only a place for 1 digit(i think everyone has seconds of 10 or more), what must I put there?
Okay first of all, what you think that is, is completely wrong.
At the top of the screen you put in your seed, then you click generate - which is at the middle of the screen.
The two boxes is what range you want your target delay/seconds to appear at.
For example, you're aiming for a second of 14 and delay of 602.
If you put + 10 and - 10, then seconds +/- 1.
It will come up with all possible coin flips between 13 seconds-15 seconds with delays for 13 seconds 582-612 delay, 14 seconds 582-612 delay and 15 seconds 582-612 delay.
You use this function to find out how far you are off your frame, most likely to be used when you use emloop.
2nd question:
Using the spreadsheets for method one, I must use the same seed, but not the same frame, to find it, I must use the default window of the RNG reporter(the one that pops up when you open the program), I select method J, imput my seed, complete everything, but i do not know what to put in the "Starting frame" box. What must i put there? The method 1 frame?(wich in this case is 39)
What I do for here. If you look on the spreadsheet, there is a frame number next to your seed.
Put the seed in the RNG reporter, set your "synch" nature.
Put starting frame as 1, and then put max results as what'ever the number was in the spreadsheet.
So if you're method 1 frame is 39, put Method J. The Synch nature then max frameds 39. Scroll to the bottom to find the list of possible frames for that particular spread. Then use seed to time to find a suitable date and time for you to hit.
3rd question:
I was told there were 2, but I only found 1, so I wanted to confirm who they were.

Quick question. Do the NPCs inside Fuego Ironworks effect the frame even though I'll be outside the building? Just wanted to know before I started (still filling up the journal right now).

If you want to RNG capture abuse, I suggest you go cature a legendary. That's what I did first for capture abuse, it's quite easy and if you need any help, post here and we'll try and help. If you want, I can give you a step-by-step guide to help you ;).

You're IV RNG breeding right? When I RNG IV breed I keep on saving until I feel none of the NPC's are not moving. Pachirisu counts but bunneary doesn't. Then I SR and usually get my delay on the first try. Check my delay by flips. Hatch check ivs.Then what do I have to do to hit it?
What do you mean by an increment of +2 and having a caught Pokemon listed in your journal?You'll need to find out what frame you are hitting, and then finding a spread that gives the IV spread you want at that frame (or one that is an increment of +2 if you get the journal to come up at the start and have a caught pokemon page in it somewhere). To check the frame you're hitting (will need to do this everytime it's a different egg or if you re-save).
You need to save right in front of the DC man, and then (depending on if you have an AR or not) you will need to SR (cold reset for AR if your's doesn't keep the codes after a soft reset). Then just tap A as you normal would when going for a delay, and pick up the egg as fast as you can. Then fly to an area where you can catch a high level pokemon to check what seed you hit. Then hatch and check the IVs of the egg. Put that into the RNG Reporter, and you can find out what frame you where on. You may want to do this a few times to make sure it doesn't change too much.
