Most Generation PRNG Help / Information

Ok, so after forcibly forcing myself not to destroy my DS after finally hitting the right delay but then screwing up on the frame, here's my questions:

1. First of all, which frame exactly am I using? RNG Reporter lists both a Frame and Actual column, and I'm presuming I use the Frame column in trying to advance the rng to hit that frame, right?

2. Both Cresselia and Mesprit are alive in my Pearl version, BUT I haven't induced their events so that they are roaming Pokemon (in other words, they're still waiting for my to initially encounter them at Verity Lake/Full Moon Island, before they flee). Do they count towards the wandering Pokemon while taking into account what to subtract? For example, I'm trying to hit Frame 93, so do I -2 for both of them or not?

3. When trying to wander around with wild Pokemon using repel...the RNG is advanced by every turn you make right? Because I was trying to stand in place and turn left or right to advance it by 1 each time? Or was that actually advancing it by like 2? Because what I thought I hit 93 turned out to be 118, and I'm sitting here dumbfounded wondering how lol.

If someone could answer these questions quickly, I'd greatly appreciate it. Thanks!
 
The pokemon should be method 1 by the way. Just save in front of them, hit your delay, and talk to them at frame 92 because the monster frame is 1. You should be doing 46 journal flips.

no cresselia and mesprit don't count if you have not released them and what are you trying to RNG exactly you didn't mention it.
 
Well wait, I'm doing a Method J Pokemon though, it has a 1 for Monster Frame though.

Ok, so then a few quick questions with Journal pages...first of all it doesn't advance the rng when I go to open it right? Or when I flip pages that list no defeated or caught Pokemon?

if you open it and it has a caught or defeated pokemon on the page that appears when you open it then yes it will advance and correct if you flip to a page with no caught or defeated pokemon it will not advance.

EDIT: Also are you sure there aren't any randomly moving NPCs in the area you are trying to RNG in?

Pretty positive, I don't see any NPCs at all in the room I'm in...what constitutes a wandering npc exactly though?

any NPC that does not move in a constant pattern usually they turn randomly or make movements that are not consistent. It would help if you told me what you were trying to RNG so I can have an idea of the location.
 
Trying for a Rotom out in the Old Chateau, figured it'd be an easy first target and I always wanted one.
ok well this simplifies things as there are no moving NPCs here so just do what Human mentioned, 93 - 1 (for rotom's monster frame) = 92/2 = 46 journal flips. This is better than turning and using that to advance frames.
 
My frame is being screwy in Soul Silver. I'm trying to breed a Snover and two calibration trials gave me a frame of 1, but now I'm getting inconsistent results.

No roamers

What's going on?

Next trial was Frame 3
 
im trying to get a shiny egg in hg. after i call elm and verify ive hit my target time what do i do? do i call joey before i place the parents? after i place the parents?
egg is on frame 3
 
well i hit my frame, called elm, then called joey once to advance the frame to 3. then rejected the first 2 eggs and it wasnt shiny. what did i do wrong?
 
i called elm 9 times and it matched up with what the rng reporter said it should be.
my target time is: 11:39:16 7/24/2013 delay 498 frame 3
 
Ok, so your target frame is 3. Joey advances the frame two times per call. So he got rid of frame 1 and 2 when you called him once. It seems to me you rejected your shiny egg.
 
Well, it was technically your third egg, but you skipped the eggs on frame 1 and 2 when you called Joey because he advanced past them. So you should be on frame 3s egg if you call Joey once, which puts you on the shiny egg. But you tossed it that last time.

I don't know about fast egg.
