Flavor: A world without electricity...how will the people ever power their machines in this land? Fortunately, there exists a Pokémon that helps villagers power all sorts of machines with it's giant water wheel by installing itself into makeshift watermills. It gathers water on the top of it's wheel, before spinning it around to create kinetic energy that it then unleashes towards it's opponents by grinding them with the wheel itself! While it's normally a docile Pokémon, if there has been a heavy rainfall recently, Vitruvia becomes fired up and will challenge any opponent that threatens the rivers it lives in without fear.
Role: A good, all rounded Water-type wall that can tank a lot of damage and has decent recovery options. Without Electricity, this Pokémon's only weakness is Grass-type moves, which it can cover with Ice-type moves, though it's less than stellar Special Attack ensures that it is easily checked by them. Having Drizzle as an ability might sound frightening, until you realize that without Rock and Ground-types, Water is only super effective against Fire, and without Thunder, all Rain Dance does is power up Water-type moves and enable abilities such as Swift Swim and Hydration, as this Pokémon does not have access to Hurricane.
