Those are not the best answers to Aggron at all, because you have to rely on it not having Magnet Rise as well as the fact that they take huge damage from either Aqua Tail or Low Kick.
The best answer to Aggron is easily Quagsire, but Intimidate Hitmontop also works decently if you can keep it healthy with Wish. Hariyama and Poliwrath are also quite decent, but in addition to lack of recovery the former takes huge damage from Low Kick, whilst the latter lacks both attacking power and decent utility with the bulk required to take hits well, so neither are quite as impressive.

The encore set always you switch in on a predicted sub/CM and encore. Sub on the switch and then proceed from there. (if your confident you can take em on, Nasty plot. If not T-bolt or just switch out)
It works well with Spikes support to rack up the damage. Of course many think that Clefable, but Raichu's speed and movepool allows him to be slightly more versatile in such a manner. (mainly outspeeding faster pokes)
Because better Encore users already exist and are more useful than Raichu. Alakazam for speedy offense, Jumpluff for speedy support, and Clefable for bulky support. Plus mono-Electric in particular is just asking for Dugtrio....

so, on to possible suspects:
Cressilia: even if you run absol, this thing is broken. signal beam is dangerous
Porygon-Z: either or, needs scarf to function, so it comes down to switching things like froslass into tri-attack and set up spikes to wear it down, but, eh, not a lot
Alakazam:Speciel attacker can be broken, but again, not enough to tell
Rhyperior: It may be because I run HP: grass on moltres and raikou (or do I?) but this thing is weak
Raikou: Manageble. not too broken
Frosslass: This is one broken bitch, bulk-lass is amazing, and super speed taunt is valuble with so many set up sweepers
What exactly are you tripping on? Sorry but if you think Alakazam/Rhyperior are broken yet Raikou/Moltres/Torterra are not you need to play a lot more UU. PZ "needs scarf to function", well that just says it all.
You forget that Dugtrio has superior speed and can boast STAB band EQ.
