Quick afternote that although it gets boring on the ladder, rain is dominant in tournament play in its ability to take down standard balance right now. You basically have to choose either more anti-rain or more anti-balance and risk having a significant weakness to the other, especially since right now the standard balance metagame has not shifted to include those rain counters.
As you've seen from my posts I was originally against banning Damp Rock, but I've switched sides having looked at the opposing arguments and playing against rain myself.
I'll highlight a point brought up recently here: The vast majority of experience against rain among not-so-great battlers (myself included) is against shoddily built rain teams piloted by shoddy people. We can see by Flare's success that even a decently built rain team (referring to Flare's experiences during the testing stage) used by an above-average player can maul standard balance.
When considering whether something is broken, it's best to consider the suspect being used to its greatest capacity - Honchkrow used by idiots would have been easy to deal with, but it was banned all the same. We should do the same with rain - in the hands of a good player it mauls, I speak from experience. You can use Toxicroak / Milotic all you'd like but rain can still get past you.
I'm wondering if we can actually call for a vote on this or not, as far as I know there's no deadline we can wait for.
As far as Rain being suspected it's really a hard decision. In therory there are alot of reasons to vote it out because as flare said 180 base stab without any set up moves as well as 140 - 180 base speed. When a good player abuses that and abuses it well its near impossible to stop even with all there great checks and counters to rain sweepers.
First of all, yes, Rain is absolutely broken as fuck in theory, but in practice, it is a completely different story. A good rain player is not near impossible to stop, even with a normal team. It's called planning ahead and stopping them get momentum again. I've played plenty of well-played Rain Dance teams (And plenty of crap ones, might I add), and I haven't lost many at all.

2. Send in someone with a Substitute + Grass / Electric attacks, so that after the Rain Dancer dances you get a free shot at the rain sweeper coming in or at least the chance to stall out his rain turns with more Substitutes.
3. Send in a Sunnybeamer and replace the rain with sun once the Rain Dancer sets up (e.g. Uxie puts up Rain, then on his U-turn you use Sunny Day).
4. Send in a bulky supporter and spam Thunder Wave so his rain sweeper gets paralyzed at once.

You can use wall-breakers like Mixed Sceptile and Blaziken but stall might still be able to outstall you, especially if it's played by a good player (look at Eo's RMT in the UU team forum, for example). That's not the point. Like shrang said, you have to expect that a good player using rain would win a fair share of games. Just like you cannot expect to win every game, you have to expect to lose some games to rain as well.
I feel Rain is a strong, albeit definitely beatable, playstyle.
PS: Somehow I get the feeling that this is going to happen again soon.
I remember TechniTop being a decent rain counter for offensive teams since it wastes rain turns.
And while we're on the subject of Poliwrath, I found someone using a Poliwhirl and was shocked because apparently Poliwhirl has 90 base speed and Poliwrath has 70 base speed. I thought they didn't do slower evolutions until after Gen 2!

I've played Flare's rain team a few times on the ladder using a regular team (Not a bullshit gimmick one). I won every time. I warstoried one. Read it if you're not familiar. I'll ask you this though: Have you played panamaxis or any of the other people who've made #1 in OU with Stall team?? Can you beat them using a "regular team" most of the time?? Now answer me whether you think Leftovers should be banned.

Uh, no. Stall loses to stall-breakers at least twice as less often than a rain team does against anti-rain Pokemon. Rain does not beat everything else either. Please read the 20 page clusterfuck on the Rain thread before making such a comment. Rain is weak to pretty much every style when the Rain isn't up either, just a thought for you. If you look at the Top 20, all of the Pokemon in there can be used to beat Rain in some way.

How is Rain any different Blizzspamming?? While I think the team is overhyped, if it did indeed get so high on the leaderboard, how is it not a "viable playstyle"?? Before you answer that, please do not give me the crap "Oh rain sweepers have 180/180/150 offenses" because in the end, those numbers end up meaning nothing if the efficiency isn't there.
At it's simplest: Rain is a team of 3 or 4 sweepers. If you have 4 Pokemon who can survive a hit and status/kill them or outstall them, you win.
First up, your team. Don't have a water resist? Why not? Rain has always been out there and if you should have prepared for it. Running Hail/Sand? Then don't sack your NFE until you know the other team well enough. Toxic Spikes, Taunt, Substitute are all useful. For offensive teams, pack plenty of priority. I don't know yet how to answer the argument that preparing for Rain weakens you against the metagame... I think most Pokemon can help out against Rain.
Here's how the top 15 Pokemon in UU can fare against Rain:
Milotic: Bulky Water with HP Grass isn't 2HKOed by Kabutops with Leftovers 45.3% - 53.7%, OHKOs back. If Kabutops has a SD it will do 91.1% - 107.6%. Milotic can 2HKO Qwilfish with Surf while Qwilfish does 32.3% - 38.2% with Poison Jab. Gorebyss/Omastar only does 41.7% - 49.4% to Milotic with Surf. Obviously loses against Ludicolo but can Toxic it before the 2HKO.
Venusaur: Puts a Rain setup or sweeper to sleep. Offensive versions can sometimes live through a Gorebyss Ice Beam and OHKO back. 89.7% - 105.6%. Defensive versions definitely survive. Venusaur is not OHKOed by any other Rain sweeper without boosts. Scarf versions outspeed Omastar and Gorebyss, live through Kabutops' Stone Edge and kill it.
Mismagius: Taunts the Rain setup in midgame or Substitutes on the switch to a sweeper, wasting 5 Rain turns and hitting the sweeper before death.
Spiritomb: 252HP versions are never OHKOed by any Rain sweeper. Can burn physical sweepers. Can set up Calm Minds on Rain setup
Arcanine: If Kabutops is dead, Extremespeed the sweepers. If Kabutops has not appeared, don't bring out Arcanine unless you have Hidden Power Grass.
Uxie: Thunder Waves any sweeper, never OHKOed. Great help.
Registeel: see Uxie
Rhyperior: Wastes Rain turns with Substitute. Otherwise, it's just fodder. Try RPing twice on Uxie, it's fun!
Houndoom: Has Sucker Punch, Kabutops ensures its death.
Hitmontop: Can Intimidate physical sweepers, Technitop uses Fake Out to waste rain turns (Don't Fake Out Kabutops, you'll be Aqua Jetted) Mach Punch is very good except on Qwilfish.
Clefable: Unless it is an offensive version, never OHKOed Thunder Waves / Tricks Flame Orb on a sweeper
Alakazam: Taunts setup, can Substitute on setup too.
Ambipom: Fake Out wastes Rain turns but team members are left to take the Water attacks aimed at it.
Rotom: Scarf Rotom kills Omastar and Gorebyss. Substitute versions waste Rain turns. Easily sweeps through all Rain sweepers bar Ludicolo if all the setup are dead and Rain isn't up.
Sceptile: After Rain stops, Specs versions devastate Rain teams. Subseed versions Substall.

Secondly, facing Rain. You see a lead Electrode, you better start thinking about how to waste Rain turns. Which Pokemon are useless (they're quite apparent). These Pokemon you need to sack to waste Rain turns. If you run Scarfed Sleep, good for you. Put Electrode to sleep. If you see other leads that are not so obviously Rain... (Ambipom or Uxie) Then Rain will probably be set up. That's fine. Once Rain is set up, the sweepers are going to come in. If you're lucky, your current Pokemon can Thunder Wave the sweeper on the switch in. Then you have to constantly switch around to bear the brunt of the Rain attacks while you wait for the first turn of Rain to run out. As Rain runs out, you must get your Subber/Taunter in to prevent Rain or throw up a Sub. If you don't have one of these, get your hardest hitter in to mash the Rain setup, or get ready to Thunder Wave yet another sweeper on the switch in. Or, bring in your own setup: Absol, Feraligatr (hope you have Return for Ludicolo), RPerior or Aggron can potentially RP twice on the Rain Dance and switch in. Then it's back to stalling Rain. Usually you can sweep when the Rain is down and they try to sweep when Rain is up. You have to rely on intelligent switches to survive.
you'd think that a grass, water, steel core would be good enough to stall rain long enough, but the fact is that SD ludicolo rips shit like that up. It also lols at offensive checks like toxicroak too.
Facing Rain is pretty much a high stakes prediction war where one move on the defender's part results in guarenteed loss. Can't say that for any other playstyle.
EDIT: Also, people are mentioning solutions that are quite frankly fucking ridiculous... yeh nah lets chuck an isolated sunnybeamer on a standard offensive team for no other purpose but to check rain. Technitop... was that meant to be a serious suggestion?

A wrong prediction could result in losing against ANY playstyle. Rain is no different. You might notice in my warstory I made numerous misplays.

Offense doesn't need a check. If the Offensive team gets the momentum (easier done than you think actually), rain probably doesn't have any checks to it, apart from MAYBE getting Rain back up again. Oh, and something like Venusaur can take down at least one Rain sweeper, since it can take any unboosted attack and OHKO back with Leaf Storm or Sludge Bomb or just put you to sleep if it doesn't like you.
I don't know yet how to answer the argument that preparing for Rain weakens you against the metagame... I think most Pokemon can help out against Rain.

Qwilfish's ability to lure in those threats and Explode on them is frightening. I realize this can also be avoided through some pretty ridiculous prediction, but is it really worth bringing in (on consensus) the single most effective counter to rain to sponge the Explosion, and then leave it open to the next attack? Add to that the Qwilfish can end up attacking also or even SDing. Depending on what Qwilfish goes BOOM on, you can decide what the team will be weak to: Kabutops, Ludicolo, or Omastar/Gorebyss. Generally I've found Qwil opens holes best for both Tops and SD Ludi (and SD Gatr if your rain happens to go out! And if its still up it's only a help...)
Someone said that if rain is off rain poses no threat. It poses, maybe, less of a threat. I've swept plenty of teams with Kabutops... but not on a rain team. Qwilfish still has 85 speed and Explosion. Ludicolo's defenses are quite decent for an offensive spread. Omastar has decent defensive typing. Along with that, the number of setters possible is pretty high. Having missy problems? Use Drapion to set up the storm.
And I meant to write a paragraph on how I really do believe rain's metagame shifts it creates actually move the meta backwards, but I have to go to school for the first day today... I'll get to it later I'm sure.

1) You're not getting the jump on Rain teams momentum wise unless your using some shit like scarf sleep.
2) Well, of course if your gonna sit there spamming surf at chesto rest kingdra you're gonna get knocked the fuck out. But competent players can recover from the odd misplay here or there. This is nigh on impossible in rain (please dont cite that warstory, flare was disadvantaged from the outset.)

out of 10 matches: I won 8, should have been 7 (beat flashbolt on hax). I would say only rigor's was prepared for Rain but flashbolt, Beelay and Johto-Master had somewhat prepared for Rain too.

We faced once before 10 minutes earlier. I won on a Waterfall flinch earlier and winning a speed tie on Arcanine vs Uxie. Didn't decide to start saving logs so that game is not here. This game, I won on a Waterfall flinch AGAIN and ANOTHER speed tie win between my Uxie and Arcanine. In hindsight, Gorebyss was the largest threat to his more physically inclined team, and he took it out successfully by sacrificing Mesprit and Drapion, such that Kabutops and Ludicolo could be handled by Weezing and Leafeon. I blew Qwilfish up hoping to catch the Scarf Leafeon or Weezing, but Gastrodon took it.

Lesson learnt: Never leave Ambipom in against a Rain team, you're asking for a Kabutops Swords Dance even if you Low Kick it. This team couldn't survive the first Rain wave. He should have sent out Uxie instead of Pursuiting Ambipom, it would have paralyzed Kabutops at least. This team was not prepared for Rain.

I outstalled the Screens, Taunted the threat of DD Whiscash and set up the Rain while screens were down. Unluckily for him, he brought a Chansey into an expected Rain switch-in which turned out to be Qwilfish, and I Swords Danced on the expected switch but he protected so that's just as good. Uxie's sacrifice to set up Reflect wasn't good enough as Alakazam died anyway and I exploded on Whiscash. Taking on Altaria and Blaziken was then plain sailing. My opponenet was not prepared for rain and failed to keep Screens up.

My opponent was running a weird TR + RD team but TR was all he needed. The bulk of Exeggutor meant that he was able to set up TR against Ludicolo. I could not stop TR from going up again from Slowbro as Ambipom was at 1% and couldn't switch in to Taunt Slowbro, which then wrecked my Rain team, due to my Water resist Ludicolo falling to Eggy. Despite Kabutops finishing off Slowbro, Ludicolo and Qwilfish once TR ran out, it would never be able to OHKO P2 out of the Rain.

Despite having SubMissy robbanje gets his Pokemon Taunted chooses to sacrifice it to Gorebyss. He also gives up Leafeon to Gorebyss due to the lack of Pokemon on his team able to take on it. Kabutops brushes Scyther aside despite taking a Brick Break and he brings out his own Kabutops, which beats mine. I make a mistake by double switching to Uxie from Ludicolo giving him a Swords Dance, therefore I have to LO stall his Kabutops to death, sacrificing Uxie and Ludicolo. Qwilfish easily finishes off Ursaring and Houndoom.

In hindsight, Regilotic and Weezing seems like a bad matchup. What's more, there's an bulky Hariyama and an Absol. Disaster. Registeel is weakened by Qwil's Explosion and Gorebyss finishes it off. He stalls with Milotic and the first wave of Rain ends with him losing Hariyama. As I set rain up, I'm lucky his Absol did not Swords Dance up. The second wave of Rain leads to Milotic stalling and a dead Weezing. Blaziken has Ludicolo for dinner right after that though. I Taunt Milotic so Gorebyss can kill it, Absol Sucker Punches Gorebyss but LO damage ensures Kabutops kills it and the chicken with Aqua Jet. Perhaps he shouldn't have sacrificed Registeel and Weezing but continue to stall with Milotic. He could have Swords Danced up with Absol and gone into a prediction war against my Kabutops.

He predicts (luckily imo) with Venusaur, getting a free kill on Qwilfish as Rain starts. Offensive Venusaur is eaten by Gorebyss with some damage, though. He has Technitop, whose Fake Out is a pain for everyone except Kabutops, but Tops hates Mach Punch. A crit kills his Houndoom, Ludicolo is put to sleep by Jumpluff... He has a Water Absorber in Quagsire (a good counter to Tops) but carelessly lets it die to Gorebyss. The game is over when Pikachu is OHKOed by 0 Attack Uxie's Zen Headbutt with Stealth Rock. His Water Absorber had nothing to do all match, though, as I did not ever use a Water attack in this match. Gorebyss was the only Rain sweeper that participated in this match, killing the threats of Venusaur and Quagsire. reiterating it.
1.)Unless you lead off with Ambipom you are switching in on RD, plus I know my lead didn't run Rain Dance to throw stuff like that off right away.
2.)Ludicolo has an easy time with this, so do all the rotom and registeels that are running on Rain Dance.
3.)See how far a sunnybeamer gets you on a regular team not aimed at countering rain. A.k.a over centralizing.
4.)Now you have to switch out or lose your paralyzer since it can, most likely, not ko back. Also there are plenty of good rain teams that carry clerics.
A wrong prediction could result in losing against ANY playstyle. Rain is no different. You might notice in my warstory I made numerous misplays.
Offense doesn't need a check. If the Offensive team gets the momentum (easier done than you think actually), rain probably doesn't have any checks to it, apart from MAYBE getting Rain back up again. Oh, and something like Venusaur can take down at least one Rain sweeper, since it can take any unboosted attack and OHKO back with Leaf Storm or Sludge Bomb or just put you to sleep if it doesn't like you.
I just want to touch on this real quick. First off how can Venusaur switch in safely and who is to say the opponent won't Swords Dance on your switch?
And when it does get in how is it going to attack or use sleep powder if it's outsped in the Rain?

Not to mentoin omastar and gorebyss outspeed and ko. The point is these grass types can't just "switch in" and wreak havoc with stabbed grass attacks as easily as that. They are going to have to switch in on supporters and hope that the opponent isn't good enough to play around it.
I take it you've neither used it against a Rain team nor faced it using a Rain team. I've seen Rain dudes ragequit because of the amount of hell Top gives them. Ludicolo goes down to Fake Out/Mach Punch, Tops dies to Mach Punch even with his shitty Aqua Jet. Get Uxie and Mesprit in? Oh great, I'll just switch in something bulky and get a free status move of my choice.High-stakes prediction war, this mantra is completely and utterly true. You don't need to ban Rain for being a high-risk, high-reward offensive playstyle.
As my only post on the rain topic since like the Crobat metagame, this pretty much sums up my thoughts on Rain: who wins the game depends entirely on the team matchup from the start, bar any misplays. When i use my team of Mismagius/Lanturn/Scyther/Houndoom/Rhyperior/Alakzam, I think rain is broken as fuck because these pokemon are not very good against typical rain and I get sweeped pretty easily usually. However, with my other team of Mesprit/Registeel/Lanturn/Leafeon/Arcanine/Kabutops, I dont think rain is particularly threatning because all my pokemon can take a hit from a rain sweeper and retaliate, and sweep with or without Rain up. This pretty much explains the strong stances people have for/against rain, and why I don't think it'll ever be banned.

The crit on Qwilfish actually did not matter all THAT much. Yes, it started him at a disadvantage. If anything, if Rain suffers one hax and has trouble winning, I would question how good Rain Dance really is because of its inability to adapt to different changes in the game. What would he done if I didn't get the crit?? Set up Rain?? Kabutops laughs. Set up Spikes?? Tops will just spin them away. However, I've never used my warstory as conclusive evidence. That match is probably one of the most hax-free games you can get. Oh, and on the back foot, it is very difficult to stop ANY team from beating you, not just rain. Let's start you on the "back foot" against a +1/+1 Dragonite when you "mispredicted" and lost your ScarfRachi to a Magnezone.

Completely subjective and quite hyperbolical too. It is not "nigh impossible". There are plenty of ways to play around rain. Also, am I getting the hint that "If you misplay, you will lose"?? Of course you will. If you misplay against anyone, YOU WILL LOSE. If I misplay against panamaxis using his Stall team, I will lose. If I misplay against FlareBlitz using his Rain team, I will lose. If I misplay against Earthworm and his mono-Ground team, I will lose. This is not the fault of Rain, it is your own. Similarly, I can possibly recover from a misplay against panamaxis, I can possibly recover from a misplay against Earthworm, and I can possibly recover from a misplay against FlareBlitz and his rain team. It always depends on the severity of the misplay.
Anyway, with that out of the way, I will address the 180/180/150 offenses argument, because I haven't gone into it in detail enough. Keep your attention to the point that to get your sweeper in for those "stats", you need 2 turns, one to set up Rain, one to switch out. This is with those offenses using one type (Water) ONLY. So if you really think about it, 2 turns to reach about a base 180 Attack and 150 Speed is quite poor. Feraligatr can reach (assuming Adamant 252/252) 678 Attack and 510 Speed in two turns (Not including Life Orb). That is equivalent to base 258 Attack and 182 Speed. This is also ignoring that Feraligatr gets this stat on ALL of his physical attacks (Not just Waterfall), and it lasts forever until he is Hazed, phazed or killed.

Did I ever say Venusaur was a counter?? I said Venusaur can take all unboosted attacks from Rain sweepers. It's actually not very difficult, especially with how predictable Rain teams are. Just one example: Uxie uses Rain Dance. I switch in Venusaur, Uxie uses U-Turn and does jack shit. You switch in Rain Sweeper X. Venusaur WILL win against Rain Sweeper X the majority of times. Quite simple.
1. Obviously the idea is to send Ambipom in before the Rain Dance ... count the rain turns, then on turn 7 of the rain send in a Pokemon like Moltres that the opponent cannot afford to not KO. Then you send in Ambipom. Actually with Ambipom you can send it in on turn 6 as well (unless against Kabutops) since Fake Out is going to burn one more turn of rain ...
2. You might still die, but Ludicolo is a valuable rain sweeper and after it dies (which it will, since it's eating big damage from the Grass / Electric / whatever attack you're using from behind the sub, and it has no priority, and it's generally Life Orb'ed) lots of walls now become hard to break through e.g. Milotic with HP Grass.
3. Sunnybeamers aren't that bad, a Sunnybeam Moltres for example works as a great lure for Milotic and other Water-type walls, can still scare Rhyperior and similar away (who leaves Rhyperior in on Moltres, its SpD is so bad - quote by Erazor), counters weird weather teams like WhiteQueen's Blizzspam as well as rain and sand, and so on.
4. And the rain team has to "sac" something to carry Rain Dance ... and the point is? If the rain team has a cleric so be it, but using a cleric loses momentum and has definite drawbacks.

PS: Uxie uses Rain Dance. You switch in Venusaur. Uxie executes a slow U-turn, taking whatever move your Venusaur uses. Rain sweeper X gets in safe and sound and ready to wreck havoc. You're basically forced to use Sleep Powder against Uxie, although after that you get a free shot at whichever rain sweeper is coming in (and they're all vulnerable either to Energy Ball or Sludge Bomb or Power Whip or Return). Personally if it were I using Uxie, I'd go to another rain dancer who can somehow get my sweeper in safely (exploding, another U-turn, etc).

I'm saying that you bring Venusaur into U-Turn, which isn't hard to predict since that's what a lot of Uxies do these days. If you go to something else, you've just waste your rain turns.

Since this discussion involves me and my play, I will comment.
First off, the crit on Qwilfish mattered a lot. Setting up rain is invaluable for obvious reasons, and even if it had died after that I could have forced Tops out with Ludicolo (just like I did in the actual match...) and be confident of outspeeding and severely weakening Saur with Zen Headbutt (from the amount of damage Seed Bomb did I can tell it was a 4/0 Venusaur variant, since 15% is not possible otherwise, and that variant takes enough from Zen Headbutt to put it at around 20% with lefties) while either taking the sleep and Heal Belling it later on or taking Sludge Bomb and surviving like a champ (yes, my Ludicolo is capable of surviving non-LO Sludge bomb from Venusaur, although it would have died the next turn from recoil). After that, I could have then swept nearly your ENTIRE TEAM with my single kabutops in 5 turns of rain, as I almost did later on (thank you Healing Wish).
So basically, despite my horribly play and game-changing hax, you still almost lost, despite having multiple rain checks. Clearly rain is not broken!!!11111one

It is an example that I can make mistakes and still hang on, which is a clear contradiction of Smurf saying its "nigh impossible". If I didn't play like an idiot multiple times in the match, you would lost a truckload (And that it would have been likely 4-0 or above, like I do against the rest of the people playing Rain against me). It wouldn't have been warstory-able. But fine, if you don't want to talk about that, how about the other 2-3 times I've played your Rain team and won Flare??
There's no point in comparing your screw ups to mine. I lost a sweeper in early game due to a stupid move. You made slightly-less-than-optimal moves that didn't cost you anything but turns (which are important, granted, but not 1/3 of your offensive force important). I screwed up harder.
The actual point is that you had a team with multiple solid rain checks and barely managed to eek out a victory. How can you consider that a viable example of your point? If anything, it's a viable example of mine.
And I don't know. Did you save logs of those other two to three times?
I've beaten players who are better than you (no offense mate) multiple times, so it's not a particularly relevant discussion in the best of circumstances, but asking me to remember matches that happened almost half a year ago just makes it an ever crappier thing to discuss.
If you want to argue why rain isn't broken, you'll need to point out how an average team in this metagame can beat it without just switching around for 6 turns and hoping to get lucky. Especially against a good player...
