Speaking of Assault Vest users, let's talk about Raikou. Would it be a bad idea to possibly shift some of it's SpA EVs into SpD when running the Assault Vest set? Perhaps something like 200 SpA / 56 SpD / 252 Spe with a Timid nature? Or is that a bad idea?
I think outspeeding Serp is more important

I don't think that's a good idea because the whole point of AV is to let you take a hit and strike back hard instead of letting you sit there to take hits all battle. When you take EVs from SpA, you reduce your own damage output for an insignificant bulk increase (like 2%) which makes no difference in the long term.

252 SpA Keldeo Scald vs. 0 HP / 0 SpD Assault Vest Raikou: 87-103 (27.1 - 32%) -- guaranteed 4HKO
252 SpA Keldeo Scald vs. 0 HP / 56 SpD Assault Vest Raikou: 82-97 (25.5 - 30.2%) -- guaranteed 4HKO

Anyway, Raikou is really hard to use in this meta and AV is its worst set currently imo.

^ I would like to run that set on Azelf, but I'd also like to run SS instead of HP Steel. With that in mind, would it be ideal to run a Jolly nature with those 28 SpA EVs invested into Atk instead?
 
yes but i don't find skill swap very effective on azelf because its a 50/50 with mega diancie and mega sableye (its completely in sableye's favour if it runs fake out). i like hp steel for its ability to guarantee damage on mega diancie, meaning that the only thing that is really problematic for azelf is mega sableye.

edit: honestly, id say that hp steel is the less situational move because it reduces azelfs antileads to only mega sableye. skill swap relies on a 50/50 to get past mega diancie and if mega sableye has fake out, azelf 100% loses.

My only problem is that HP Steel is (presumably) only ran for one Pokémon (Diancie), thus making it far more situational than Skill Swap.

as p2 just said, skill swap is more situational since it is a 100% chance to lose to fake out sab and a 50/50 with diancie as opposed to 100% to beat diancie and just needs u to preserve it vs sab
 
Honestly trick room is actually rather bad in the Metagame and I haven't heard of TR Celebi until now. I'd assume it's the standard one with a speed reducing nature such as Relaxed instead of Bold. I'd rather run a more offensive set tbh since making good use of TR turns is crucial.
Yeah, but I don't use full TR. I want to use Celebi/Azu/MegaCamel and 3 balance mons. Full TR is impossible to use tbh.
 
The standard spread seems fine to me, except you have to remove the speed and change the nature so you are as slow as possible. 252 HP / 156 Def / 84 SpD / 16 Spe Bold becomes 248 HP / 152 Def / 108 SpD Relaxed with 0 Spe IVs then. The SpD EVs allow you to avoid the 2HKO from Keldeo's Specs Icy Wind after Stealth Rock 98,8% of the time.

To be honest I'm also not convinced of Trick Room Celebi. Celebi is a great teammate to Mega Camerupt, but I think Calm Mind + Baton Pass is a better form of Support than Trick Room simply because Trick Room is kinda underwhelming in general.

I'm not too sure about the speed. Running Bold and 16 SPE lets me beat Rotom faster and get a healing wish on adamant Bish. I'm thinking running Coba/Colbur/Yache as the item, set up TR and Camel spams fire moves.

Both mons are really good, but it depends on the team, double dance is one of the best and most unexpected wincons in the tier while defensive is a great blanket check to physical sweepers like zardx, opposing landorus, mmeta, and others.

Personally it does depend on team, I find double dance lando to be more useful however just because of its sheer strength and how people assume scarf. It makes for great sweeping potential.

Jolly Nature

- Heart Stamp

- Healing Wish

preferably something that has very good offensive and defensive synergy with scarfrachi so that they can switch into attacks that the other is weak to easily and beat each other's checks/counters.

Keldeo? Keldeo checks things like Heatran, Hippowdon, Bisharp etc. and Jirachi can switch into MGarde, MVenu (HP Fire 3HKOs), the Lati twins etc. and spam flinch-hax or U-Turn out on the predicted switch.
