Premise

All forms of passive damage now equal the first type of the Pokemon that set them first and deal damage based on the effectiveness of the passive damage on the target. For example, a Dragon-type Stealth Rock deals no damage to pure Fairy-types. Abilities like Mold Breaker and Water Absorb do not impact the damage dealt by these.

Explanation

Passive damage (any form of damage that would be blocked by Magic Guard) now deals damage based on the inflictor's primary type. This includes ability-based passive damage like Rough Skin, as well as self-inflicted passive damage like Life Orb. Some more in-depth examples below:
:garchomp::rocky helmet: Rough Skin/Iron Barbs/Rocky Helmet
In standard play, if Pokemon A comes into contact with Pokemon B with Rough Skin, Pokemon A loses 1/8 of their max HP. In this OM, Say Pokemon B is Sharpedo and Pokemon A is 4x weak to Water, Pokemon A loses 1/2 of their max HP after coming into contact with Sharpedo. 2x weak = 1/4 max HP, 2x resist = 1/16 max HP, 4x resist = 1/32 max HP. The same applies to Iron Barbs and Rocky Helmet.

:darkrai: Bad Dreams
Bad Dreams now deals damage to sleeping Pokemon based on how weak they are to Dark. If Darkrai puts a Hoopa to sleep, the Hoopa would lose 1/2 of its max HP at the end of each turn while sleeping.

:hippowdon::tyranitar: Sand Stream
Sand set by Sand Stream triggered by Hippowdon deals Ground type residual damage at the end of each turn. Pokemon 4x weak to Ground lose 1/4 of their max HP at the end of each turn, 2x weak to Ground = 1/8, neutral = 1/16, 2x resist = 1/32, 4x resist = 1/64. Similarly, sand set by Sand Stream triggered by Tyranitar deals Rock residual damage at the end of each turn with the same proportions as Hippowdon. Players can't override one sandstorm with another, similar to in standard play.

:cacturne: Spikes
Spikes still does varying damage per layer, but the damage per layer will be based on the effectiveness of the type of the first layer of Spikes set. This means if the First layer of Spikes are Grass, all layers will be Grass until they get cleared and re-set. For reference, one layer of spikes = 1/8 max HP on a neutral target, two layers = 1/6 max hp, three layers = 1/4.

:rotom-fan: Levitate/Flying-types
Since Spikes has a separate check to see if a Pokemon is grounded, Flying-types and Pokemon with Levitate are still immune to Spikes.

:gliscor: Poison Heal
Poison Heal still operates like normal.

:life orb: Life Orb
The recoil from Life Orb is also based on the holder's primary type, so Pokemon with Dragon or Ghost as their primary type are horrible options to hold Life Orb, since they lose 1/5 of their max HP at minimum, assuming their secondary type doesn't cancel out the weakness.

:black sludge: Black Sludge
Black Sludge will still not deal any damage if a Pokemon is at least part Poison. Otherwise, the damage at the end of each turn is type-based. Same for Sticky Barb.

:flame orb: Burns/Normal Poison
Burns also deal damage based on the type of the Pokemon that inflicted the burn. However, moves that inflict burn themselves remain their default type. Same for normal poison.

:toxic orb: Toxic Poison
Toxic still ramps up its damage each turn, multiplied by the effectiveness on the badly poisoned Pokemon. This means Toxic from a Grass-type on a Pokemon 4x weak to Grass will take 1/4 damage on the first turn.

:garganacl: Salt Cure
Salt Cure will do (1 * x) / y, where x = the target Pokemon's effectiveness to the Salt Cure user's primary type's effectiveness on the target Pokemon, and where y = 8 is the Pokemon is not Water or Steel, or y = 4 otherwise. That means Garganacl's Salt cure on a pure Steel-type would be (1 * 0.5) / 4 = 1/8 max HP every turn.

:hatterene: Magic Coat/Magic Bounce
Moves bounced by Magic Coat/Bounce are considered moves that get used by the Pokemon with that move/ability, so a burn from a Will-O-Wisp that gets reflected will use the primary type of the bouncer.

:sv/clefable:
Clefable @ Leftovers
Ability: Magic Guard
EVs: 252 HP / 252 Def / 4 SpD
Bold Nature
- Moonblast
- Moonlight
- Stealth Rock
- Knock Off

This guy in particular is the most consistent user of Fairy-type Stealth Rock, while also happening to just be immune to literally all of the type-boosted passive damage? Clefable's gonna be on a lot of teams, especially fatter ones. More offensive teams might even harken back to the old days and run some 2a Rocks CM stuff? Every team has to run a way to beat this if they want to actually do anything.

:sv/garchomp:
Garchomp @ Rocky Helmet
Ability: Rough Skin
EVs: 252 HP / 216 Def / 40 Spe
Impish Nature
- Earthquake
- Spikes / Stealth Rock
- Dragon Tail
- Stone Edge / Iron Head / Stealth Rock

Dragon-type isn't the best for hazards in what I see being a very Clefable-heavy meta, but simultaneously, they hit a lot of stuff for solid neutral damage, so they're not too bad. What really makes TankChomp look insufferable, though, is the combination of Rocky Helmet and Rough Skin. Physical attackers, especially opposing Dragon-types, aren't gonna have fun dealing with this.

:sv/mandibuzz:
Mandibuzz (F) @ Heavy-Duty Boots
Ability: Overcoat
EVs: 248 HP / 252 Def / 4 SpD
Impish Nature
- Foul Play / Knock Off
- Roost
- Toxic
- Defog

Hazard removal is going to be incredibly important in a metagame like this. While stuff like Rocky Helmet Great Tusk or Iron Treads will probably be the remover of choice for a lot of more offensive teams, Mandibuzz and it's unique offering of Dark-type Toxic will make it an interesting choice for more passive (passive-aggressive) teams.

Super excited to play and build for this meta, it really looks sick

Time to throw some random sets:

Zoroark-Hisui @ Life Orb
Ability: Illusion
Tera Type: Normal
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Shadow Ball
- Nasty Plot
- Hyper Voice
- Sludge Bomb

Zoroark-Hisui has the gimmick of being immune to both its own STABs, which means life orb will not damage it. This gives it a free power boost which might be useful

Annihilape @ Life Orb
Ability: Defiant
Tera Type: Steel
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Rage Fist
- Drain Punch
- Bulk Up
- U-turn

This isn't banned.

Cyclizar @ Heavy-Duty Boots
Ability: Regenerator
Tera Type: Poison
EVs: 248 HP / 8 SpA / 252 Spe
Timid Nature
- Shed Tail
- Rapid Spin
- Draco Meteor
- Knock Off

Neither is this.

Archaludon @ Power Herb
Ability: Stamina
Tera Type: Steel
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Stealth Rock
- Electro Shot
- Dragon Pulse
- Flash Cannon

Archaludon being a dragon-type attacker that isn't weak to dragon, and access to steel-type stealth rocks, might be a very powerful option. Not much else to say.

Gliscor @ Toxic Orb
Ability: Poison Heal
Tera Type: Steel
EVs: 248 HP / 252 Def / 8 Spe
Impish Nature
- Spikes
- Protect
- Earthquake
- Knock Off

Gliscor with ground-type spikes, which is almost always a strict upgrade over normal spikes, makes steel-types switching in a pain (which synergises well with clef), also poison heal ignores random stuff like ice-type burn or something

Reuniclus @ Life Orb
Ability: Magic Guard
Tera Type: Psychic
EVs: 252 HP / 4 Def / 252 SpA
Quiet Nature
IVs: 0 Atk / 0 Spe
- Recover
- Trick Room
- Psychic
- Shadow Ball

The only other magic guard user other than Clefable. It is probably the best stallbreaker available in this meta because hoopa-u and crawdaunt gets shredded by fairy rocks

Bonus:
Ursaluna @ Flame Orb
Ability: Guts
Tera Type: Ghost

This should place Normal Burn on Ursaluna, then Tera Ghost lets it be immune to the chip damage from flame orb, might be useful

This meta is likely going to focus on Clefable and defensive/passive gameplay, Tera is very potent and can flip an entire match on its head, and flying types would likely be much improved due to immunity to spikes
Also how does toxic spikes work? same mechanics as regular spikes?

This sounds like a really interesting meta! I can see lots of mons having a niche based on their typing and moves. Like Mamoswine is one of the only users of Ice Stealth Rock which absolutely murder good mons like Lando and Gliscor who don't usually run Boots. This could be huge for a team that needs those guys gone. Additionally, Knock Off will be even more important than ever to make sure your typed hazards are hurting their intended targets. Looking forward to this being playable!

Great Tusk is now a Head Smasher, Electrode-Hisui takes 12.5% max HP from Chloroblast, and Gholdengo and Iron Crown take 25% max HP from Steel Beam.
I think percentage recoil from stuff like flare blitz is unaffected, but the other 2 is certainly interesting.
Edit: Nevermind I'm stupid, ignore this post

No, you were right that I was wrong, but wrong about the reason. Head Smash would still do 50% of the damage done to Great Tusk since the recoil would be Ground.

It's time to talk about recoil/weather.

Recoil moves get a massive buff/nerf depending on who uses them. So I'll show off some good potential users.

:sv/floatzel:
Floatzel @ Choice Band
Ability: Swift Swim
Tera Type: Water
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant Nature
- Wave Crash
- Flip Turn
- Aqua Jet
- Ice Punch
(pair with rain)

:sv/ogerpon-hearthflame:
Ogerpon-Hearthflame (F) @ Hearthflame Mask
Ability: Mold Breaker
Tera Type: Fire
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Wood Hammer
- Ivy Cudgel
- Swords Dance
- Stomping Tantrum

:sv/gouging-fire:
Gouging Fire @ Heavy-Duty Boots
Ability: Protosynthesis
Tera Type: Water
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Flare Blitz
- Breaking Swipe
- Dragon Dance
- Morning Sun

What do these 3 have in common? They reduce their recoil on their really strong moves, and in the case of the latter two, a loooot. Not really much to explain besides highlighting some potentially good mons who can utilize their stronger moves better. Though do be very careful of your Tera type, please stay away from Ghost or Dragon if possible with any self damaging moves (this includes Life Orb) as you will KO yourself before you can attempt to facepalm yourself. Shoutout to Chloroblast that InkyDarkBird posted as well.

:sv/tyranitar:
Tyranitar @ Smooth Rock
Ability: Sand Stream
Tera Type: Rock
EVs: 252 HP / 4 Def / 252 SpD
Careful Nature
- Rest
- Knock Off
- Stealth Rock
- Stone Edge

:sv/excadrill:
Excadrill @ Air Balloon
Ability: Sand Rush
Tera Type: Ground
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Earthquake
- Iron Head
- Rapid Spin
- Swords Dance

Passive damage affected by type will make things a lot interesting for Excadrill, as some of its flying type checks such as Moltres and Zapdos will take a bit more for entering in vs Excadrill due to their weakness to Rock, though you will still have trouble vs stuff like Pelipper Mandibuzz and Corviknight so maybe invest in Electric Stealth Rocks instead if those are problematic. Honestly though, it's really bigger than just helping Excadrill. By having Rock Type Sandstorm out you can pretty much have a slight influence on what your opponent wants to switch in based on their typing, and pair that with Smooth Rock and you have 8 turns where the battle is a bit swayed in favor by your and your opponent's team resistance to Rock, and good luck running Safety Goggles for specifically sand on your x4 Rock weakness when you have to worry about the actual Rock type Stealth Rocks and the other 60 different types of Stealth Rock. Hippo is probably worse because Flying types being immune to Sand is a big nerf to the archetype, and Rock is more helpful to chip everything though Ground does allow you to be more flexible fitting certain Flying types on your team. Unsure how big the influence is likely to be, but it is very interesting to speculate.

Overall cool meta, I expect teams that capitalize on running over Clefable and boot spam or run different Stealth Rock and Spikes typings that compliment each other well with their team's offensive threats to thrive. x4 Weaknesses are very scary.

I think pokemon whose secondary type is immune to their primary type would really want to run Life Orb since it would do no damage to them. High power recoil moves would also be worth it. Notable ones are Hoopa Unbound, Landorus, Sandy Shocks and the previously mentioned Annihilape. Gliscor is excluded because Poison Heal. Those that have both primary and secondary type resist the primary type would also be notable, such as Hisuian Arcanine (ooh those Flare Blitzes, Head Smashes, and Wild Charges), Pecharunt, Raging Bolt, Walking Wake, as well as the previously mentioned Ogerpon Hearthflame (no item slot available) and Gouging Fire

you know looking through these pokemon, I'm surprised how many special attackers get high power physical moves with recoil

Life Orb Zoroark-Hisui. :D
On another note, this meta looks really fun, and I am definitely going to have a blast team-building in it.

:Archaludon: isn't banned... It's pretty unique for having both a damaging hazard and a 25% self damage Steel Beam

Archaludon
Ability: Sturdy
- Steel Beam
- Stealth Rock
- Body Press
- Thunder Wave

Leech Seed is a move I haven't seen mentioned yet. To be fair, most of its users aren't super special, just having Grass Leech Seed, but there are a few exceptions. Wo-Chien :Wo-Chien:, Comfey, :Comfey:, Electrode-Hisui :Electrode-Hisui:, and among other lower tier mons Calyrex :Calyrex: with the funny Psychic Leech. Also Meowscarada :Meowscarada: can potentially apply a decent variety of types through both Leech Seed and Spikes thanks to Protean.

:Ting-Lu: is also menacing with Spikes. Fairy Rocks are definitely a thing to look out for, but with no Fairy Spikes users aside from Meowscarada after using Play Rough, I think Dark will be very scary as far as Spike types go.

Also gonna pull up with :Overqwil: named Lysithea :)

OM Room (myself included) might have cooked a lil too much...

:Reuniclus: was cooked, how does Pain Split and Substitute work? Does Reuniclus only use 12.5% of HP to make a Substitute? Does Pain Split deal Psychic-Type "damage"?

:Meowscarada: The only user of Fairy Spikes due to Protean
:Greninja: The only user of Ghost Spikes due to Protean

:Gholdengo: might just get the banhammer, it literally just runs Boots and is immune to all types of passive damage (which is the point of the OM).
:Zoroark-Hisui: Curse? If it applies Curse, and the opponent is :Hoopa: does Curse just OHKO it due to being a "Ghost" Curse?

Ban Shed Tail, Chien-Pao, Chi-Yu, Ogerpon-Hearthflame, Espathra, Terapagos. There is absolutely no reason why they should be allowed in a metagame that is quite similar to OU, and Heavy Duty Boots can easily negate any new hazard damage interactions that occur.

I decided to go through and categorize every way for a type of Spikes/Rocks to be used, for reasons, I guess.

Also, I have a question about how Spikes work. Do they affect all pokemon based on their MU vs the type of spikes they are, or do they only affect grounded pokemon. For instance, if Sandy Shocks uses Spikes(Makes it an Electric-type move), then would Mandibuzz be affected because its weak to Electric, or would Mandibuzz be immune because it's non-grounded?

Only affects grounded mons, spikes specifically checks if the mon is grounded.

My previous post is slightly painfully formatted and doesn’t have everything I want to put in it, so I created this monstrosity of a post. Please let me know if I missed anything, or of other passive damage sources to add. I'm going to be adding a second part to this to add even more passive damage sources in a day or so.

Some assorted thoughts on the meta.

Honse and angry magnet are both legal, that cannot end well.

Meowscarada and Greninja are likely amazing spike leads because Protean let's them potentially set four different types of spikes and just choose which to use on team preview.

Comfey looks cool with Triage Leech Seed, and Wrap+Worry Seed might let it 1v1 Clefable.

OM Room (myself included) might have cooked a lil too much...

:Reuniclus: was cooked, how does Pain Split and Substitute work? Does Reuniclus only use 12.5% of HP to make a Substitute? Does Pain Split deal Psychic-Type "damage"?

:Zoroark-Hisui: Curse? If it applies Curse, and the opponent is :Hoopa: does Curse just OHKO it due to being a "Ghost" Curse?

Passive damage (any form of damage that would be blocked by Magic Guard) now deals damage based on the inflictor's primary type.
By this definition, Pain Split and Substitute do not deal passive damage and are unaffected. Curse does deal passive damage, so Zoroark-Hisui's Curse would OHKO Hoopa, but Zoroark would still lose half of its health since that is not passive damage.

Edit: the above is true for a mon whose primary type is Ghost. Zoroark-Hisui's primary type is normal, so it's Curse would do nothing to Hoopa (and I have no idea whether that would keep Zoroark from losing half its health).

Unlikely to be viable, but Scrafty only takes 12.5% damage if it misses High Jump Kick, and Sandslash-Alola only takes 12.5% from Steel Beam.
On the other hand, if you want a new self-KO move, you can use Steel Beam on Iron Treads, Excadrill, Dugtrio-Alola, or Lucario (and Lucario also KOs itself if it misses High Jump Kick).
