Not much to add content-wise, Phione doesn't have a lot going for it. I guess you can mention Safeguard and Charm in OO, but that is really stretching it. You might want to mention that you can lower Phione's Speed IVs to underspeed as much as possible. In AC, you say that Phione has no Speed, so move those 4 Speed EVs into Special Defense. In your checks and counters, change "pitiful bulk" to "average bulk" since you made a point to mention in the overview that base 80 all around is workable. I guess you should mention how countering Phione isn't usually as important as countering the Rain sweepers that follow it.

<p>Phione has a very scarce movepool, and the options it does wield aren't very successful. An offensive set with Life Orb is viable, but Phione doesn't have the strength to utilize it well. Choice items can be used to increase Phione's Attack or Speed, but it loses too much momentum, (RC) and it doesnt have those qualities to take advantage of. Acid Armor and Substitute can be used for a more defensive route, but Phione doesn't have the resistances or bulk for it to work. If you are desperate for another set, Safeguard and Charm are plausible, but that's pushing it, which really shows how bad a movepool Phione has.</p>

Any strong Electric- or Grass-type, such as Ludicolo, Roselia, Eelektross, and Rotom-S, can deal with Phione, but physical attackers much be wary of Scald's burn. Gardevoir, Regice, and Musharna can take any of Phione's attacks and retaliate with powerful attacks. Most users see Phione as setup bait; Substitute users such as Braviary can get Substitute up on Phione with ease. Many other setup Pokemon&mdash;even Butterfree&mdash; can set up on Phione.</p>

<p>Pokemon that doesn't mind being inflicted by status, such as Gurdurr, Shed Skin Dragonair, Swellow, and Ursaring, can handle Phione quite easily, not fearing Scald or Toxic. Any walls that isn't weak to Phione's STAB move can sponge its attacks; Roselia, Tangela, and Regice are prime examples of such. <p>While Phione was once a threatening Rain Dance sweeper with Rain Dance in DPP, it now has rarely any use in the NU tier. (If you intend to say that it is almost completely useless, change to "has barely any use". If you intend to say that almost no one uses it, change to "is almost never used" or the like.) The only reason Phione is worth using is its adored Hydration ability, and with Rest and U-turn at in its arsenal, Phione makes for a decent Rain Dance supporter. The only strategy Phione should attempt is to set up Rain Dance, heal excess damage with Rest, and U-turn to a rain sweeper; it doesn't have any other notable traits to take advantage of and reign remain (I assume this is what you mean) successful.</p>
