Holy crap there's a lot of Intimidate/Moxie mons - Gyarados, Krookodile, Mightyena, Salamence, and Scrafty all have that combo

Since you seem open to changing select abilities, might I suggest a change so that a Moody ban isn't necessary? Simply remove Evasion boosts/drops from it. Still randomly powerful, particularly on Simple Bibarel, but hardly as broken as it was.

Less pressing were changes to contradictory abilities
Immunity prevents Poison damage, not the status itself, allowing Toxic Boost to activate and providing status immunity to boot
Prankster overrides Stall for non-damage moves
Cloud Nine only prevents the enemy from gaining weather benefits and protects from weather damage, allowing Golduck to still get Swift Swim and Water damage boost in rain

Weak Armor Mandibuzz and Skarmory. RIP, you two... Wait, does Big Pecks prevent Weak Armor from lowering defense? Would it just raise Speed? In that case, Mandibuzz coming through!

In a more positive light, Conkeldurr is looking pretty scary right now with Iron Fist + Sheer Force + Guts.

I agree with The Immortal, not only because it makes sense, but also because Mega Evolutions are already powerful enough as they are. I mean, just imagine Solar Power Drought Mega Charizard Y or Moxie Mega Pinsir. Disgusting.

I'd be all for Big Pecks preventing Weak Armor drops. Doesn't save Skarm, but it's not like Mandibuzz will be sweeping anything with the odd Speed boost.

EDIT: And on the topic of Toxic/Flame Orb Synchronize/Magic Guard Alakazam... Seems great at first but then you remember that Synchronize only activates on the turn Ala gets statused. You get a one time status (that you have to time with your switch-in) and status immunity.

Onestly, this is pretty scary, adaptability+download+analytic porygon-Z will wreck.

Anyways here are some cool things I have seen:
Yanmega will have Tinted Lens and Speed Boost which basically makes him a wallbreaking sweeper. This thing is gonna be really good I think.
Lucario has the almighty combination of Inner Focus and Steadfast meaning fuck flinching.
Magnezone can now take on multiple roles effectively. It can be a hard hitter with Analytic, trap Steel Pokemon with Magnet Pull all while having a safety net known as Sturdy.
Hitmontop is can now be offensive and defensive at the same time with Technician and Intimidate respectively.
Exeggcutor will be an annoying Substitute + Leech Seed abuser in the sun with Chlorophyl and Harvest.
Excadrill in the sand will have a power boost thanks to Sand Force, doubled speed with Sand Rush and it can hit Rotom Wash with Mold Breakers Earthquake.
Golurk can fire off No Guard Dynamicpunch with an Iron Fist boost. Shame Klutz has to suck because no items now.
Mienshou now no longer has to choose between Reckless and Regenerator. High Jump Kick all day.
 
While Excadrill in the sand is indeed dangerous, another threatening one is Stoutland, which has a pretty odd combo of Intimidate, Sand Rush and Scrappy, which means an easy time switching into anything not Defiant or Competitive, doubled speed in sand and RETURN SPAM FOR DAYZ.
Also Gliscor in sand looks disgusting.
 
By the way one question. How would move legalities work with abilities. For example Gliscor can't have Poison Heal and Defog on the same set but can he have both of those at the same time now?

I think I might take a few of these suggstions and some more
Moody: every turn raises one stat other than evasion 2 stages but lowers a different stat(including evasion) 1 stage; caps at +2
Cloud Nine: removes benificial effects of weather on the opponents team and removes hazardous effects of weather on your team
Pokemon cannot use passive recovery while behind a substitute(cuz gliscor)
Throbulator36 mega evolutions should only have their one ability because they're a separate forme, just like Shaymin wouldn't get Serene Grace.

Just saying because I saw a few mega comments.
I cleared this issue up last night in both the OP and comment
gg lucario inner focus + steadfast

are unreleased HAs allowed (like overgrow + contrary serperior)
Look at gatr who has torrent+sheer force

Alright, I have made a decision. Even though it is OU Chansey will not be included for the following reasons
1) If I did this I would end up forcing myself to let every NFE in this tier
2)Blissey fell from OU recently and I feel it needs to step out of Chansey's shadow
3)I disliek Chansey in general
There are 2 viable NFEs in standard play (Chans, P2), and one is arguable tbh. and please don't make me use blissey

 
Solid Rock + Sturdy Torkoal would be insane. Talk about awesome defense for a fire type. Now if only he could get a special defense buff.... Torkoalry. Brahahaha.

Sand teams are going to be so stronk, with Sand Stream + Sand Force Hippowdon, Sand Rush + Sand Force + Mold Breaker Excadrill, Roguh Skin + Sand Veil (which has become Rain Dish for sandstorms) Garchomp, Arena Trap + Sand Veil + Sand Force Dugtrio, and *gulp* Sheer Force + Sand Force Landorus. To be honest, sand might be a bit too stronk.

Yeah if it gets too op I can set it back to normal fx or eventually omit sand stream
 
I think you have a case of the early stabmons going on. In early times, the 0hko clause was taken out from stabmons because golurk had a combination of fisure and no guard. This was deemed way to powerful for the metagame and was scrapped early on. This is doing the same thing. You are taking something that is already really strong and buffing it because it gets better with the changes to the metagame. Personally, I think you should take out the extended weather because there wasn't really any reason for it to change in the first place.

I'm gonna return drizzle and sand stream back to their original fx. I don't think either hail or aun teams will be 2stronk but I might be wrong so for now anow warning and drought summon permaweather.

Earlier today(techniclly yesterday but wutevs) I was thinking bout darm and came to the conclusion that we should let darm-z(and mel-p) be usable on switchin. Darm will have solely SF while z will have adaptability
