Leafeon is in the double battle with the Rangers in Route 212 iirc and Gardevoir is held by the Psychic right below you when you enter Victory Road from the South side.

I can't comment on the question, but if you have more than 1 DS, or a friend to help...I liked Staraptor as a key element of my team in Pearl so I didn't have to deal with training up a decent Lucario (as I didn't pick Infernape) and other fighting pokes would waste a slot on the precious six you get. Since Staraptor usually ends up like (BraveBird/CloseCombat/U-turn/Theif or Roost) Is it now completely outclassed by Togekiss with (Airslash/AuraSphere/Filler/Filler) and the fillers can be anything as it has a much more diverse movepool. So for speed purposes, when I get the game, is it best to switch to Togekiss at Pastoria, where I can teach it Aura Sphere?
So do plantinum tutor/new learnable moves transfer over to diamond/pearl; more over do they work on PBR random wi-fi?
