Actually, Many old mons will be returning. Not all, but a few. Also, with 1.5* on the offenses, the Pokemon would actually need to be fast in order to use it, and they are almost certainly sacrificing some bulk by using an unevolved form, so I think it would be balanced???? (Maybe gets nerfed if not)
I figured as much, but I'm currently operating, and believe the rest of us should operate, under the assumption that it isn't available unless noted otherwise.

This is a stall based variant of Foundrag, with WoW providing the decent chip damage whilst halving physical damage. Amnesia allows it to improve it's pitiful 60/60 special bulk, and Pain Split allows it to gain some health back. Extreme Speed is there to dish out a small but of damage when needed.
This Varibrawl is a threat to be reckoned with. Getting +4 to attack/special attack and +4 to speed in 1 turn. This is a high risk, high reward mon.
*Risky Attack Herb: Raises attack and special attack 1 stage before using the first move. consumed upon use. Lowers def and special defence by one stage.

Hey I'd like to update moves of the two lines of Pokemon I submitted before Gen 7 came out.
Zing Zap and Baneful Bunker goes to Seedocyte and all of its 4 evolutions. (For both flavor and competitive)
Liquidation goes to Medusting. (For flavor only, physical move on special attacker lol)
Toxic Terrain goes to Sthyndra and Stingoral. (Mostly for flavor could be Toxic Terrain setters in some very niche set)
Backstroke goes to Stingulyp. (Well deserved water-type coverage for a creature that lives in the sea and swims)
Fleur Cannon goes to Powette (Not sure if this makes sense but Powette needs a buff real bad).
Idk if there's still room for Megas Megers, but here's one for a Pokemon that REALLY deserves it.
(You forgot that it existed, didn't you?)
Mega Carnivine Ability: Levitate -> Intoxicate Typing:
Stats-
HP: 74 (I personally feel like this should be buffed to 80 or 84)
Attack: 100 -> 140 (+40)
Defense: 72 -> 120 (+48)
Special Attack: 90
Special Defense: 72 -> 104 (+32)
Speed: 46 -> 26 (-20) New Moves: Poison Jab, Poison Fang, Leech Life, Taunt, Pursuit, Revenge (Carnivine should still get these moves even if this Mega isn't accepted) Stone: Carnivite Description: Carnivine is such a cool Pokemon in my opinion, but even I forget about it a lot. Game Freak just messed it up SOOOOOOOOOO badly. It's not strong enough, it's typing isn't good enough, it's not bulky enough, and it's ability isn't good enough, and movepool? Pfft, how about 4 TYPES OF PHYSICAL COVERAGE? Even DELIBIRD has it better. So, with the discovery of a brand new Mega Stone, some ambitious Scientists aimed to fix that by, for the first time ever, editing a Mega Stone. Gaining a Poison-typing thanks to it's ability to create a sweet smell to lure in prey. It also kind of looks like it should be a Poison-type, idk. The scientists then manipulated the boosts Carnvine gets from Mega Evolution, giving it a massive boost to Attack and strangely precise big boosts to both defenses. When Mega Evolved, Carnivine plants itself into the ground (like Mega Gengar, but actually stuck in the ground), so it loses much of it's already low speed. Overall, the scientists think they have a success on their hands in the first ever Modified Mega Evolution.

New pokemon are not allowed now, however, evolutions to the previous pokemon (DNA Evolutions) and Harmonian Forms (Regional Variants) Are allowed, aswell as megas for any pokemon, new or old
you know, to say this is going to be a whole new generation, there doesn't seem to be much work going on the Pokedex entries (or any work for that matter).

Take a Stunfisk. Replace its beak with an iron spike dipped in a purple liquid. Make the orange-brown areas of its body purple and cover it in black splodges. Replace the yellow areas with black. Change the flippers on the sides to look like blades, dipped in purple liquid. Make it 1.5x bigger. That's the design.
Stunfisks in the Harmo region were dying out as all the Pokemon they used to prey on found ways to avoid Stunfisk traps. Because of this, Stunfisk had to evolve in order to go and capture prey itself. From many holes on the bottom of its body, a foul, poisonous and sticky liquid pours out in massive quantities and floods the nearby area, making it much harder for many Pokemon to escape and drowning any that are burrowed in holes. It then uses its newfound strength to smash the stuck Pokemon dead. The liquid melts the prey, allowing Stunfisk to easily gobble them up. Afterwards, the Stunfisk sucks all the liquid back up and flops back to the caves they call home.
Poison/Ground is probably the best STAB combo that a Poison type can get. With a Toxic Terrain boost, Stunfisk's Gunk Shot becomes a very hard-hitting move, making up for Stunfisk's mediocre attack. It also has good bulk with its great HP stat, so it can set up Toxic Terrain many times in a match. Unfortunately, its typing isn't particularly good defensively and it's slow as heck.
Do Costume Items have any effects other than changing the Pokémon into its Costume Form? It would be cool if there was an effect because they're basically worse Megas right now (2/3 abilities and +20 BST VS 1 ability and +100 BST).

If you want to look at it like that, then Harmonian forms are basically better than Costume Pokémon because they have 2/3 abilities, change type drastically and can hold other items, on top of having less restrictions for movepoll additions. Costume Pokémon have +20 BST compared to Harmonian forms but +20 doesn't make up for not having Z-Moves, Life Orb, Leftovers, etc or whatever crazy new items are in this meta (while +100 from Mega makes up for it).
However it does say in the OP that Costume Pokémon that don't have to be competitively viable. So I think that just adding a small effect to each Costume Item would make them usable but not OU. I mean, it makes sense and makes them different from both Megas and Harmos. MAYBE Costumes can allow the Pokémon to use a Z move of a certain type?? Jerry did say Costumes were supposed to be type-based so each one would be like a typed Z-Crystal. And Costumes can't be removed with Knock Off already so...
Gamerizer (Gamera+Izer)
Evolves From: Use the HDNAA (Hidden DNA Activator) on Turtonator holding a Shell Bell. The Shell will be consumed. Ability: Shell Armor/Spin In*, Dry Skin(HA) Stats: 85/83/140/106/100/46 (570) Notable New Moves: Recover, Land Power Competitive Use: Defensive power goes up. Dragon/Fire with 85/140/100 isn't a bad resistance set. Mix in Dry Skin for some bizarre use on Rain Teams. Still slow as shit.
Note: Turt's new HA for Gen 8 is Dry Skin and basic ability 2 is Spin In*
Drandmaster
Evolves From: Use the HDNAA (Hidden DNA Activator) on Drampa holding an Air Balloon. The Balloon will be consumed. Ability: Berserk/Levitate, Cloud Nine(HA) Stats: 83/85/100/140/106/46 (570) Notable New Moves: Nasty Plot, Trick Room Competitive Use: Whaddya mean I just took the numbers from Gamerizer and moved em around so we can have game exclusive tradables!? Well either way, Ground Immunity is nice, and 83/100/106 isn't terrible defenses. Spin In: When switched in, this Pokémon will spin, removing hazards from their field, but not before being hurt by them if possible.

Fungarai is a good sweeper, especially due to its Moxie ability and good offensive stats. However, nearly anything that can outspeed it can stop it, as can strong or super-effective priority users. If Ice Blitz gets its intended level of distrubution, that can easily be used to take it out.
Steelicillo gets an A for effort, I guess. It simply lacks the special bulk to stay in, and it lacks recovery as well. Again, A for effort, but it isn't going to wind up being used.
Dorshellical isn't great either, but it could use setup + priority with Swords Dance, Aqua Jet and Ice Shard/Blitz, or potentially see use in doubles as a Trick Room abuser... or something... maybe?
Legends (Non-Uber):
Spirits:
Ameteradow, due to Melting Healing, could potentially make it a way to shut down stall teams not equipped to handle it. Don't use Drought, as it lacks the support movepool to utilize its sole niche over Florashine as a weather setter, that being having slight special bulk.
Suspirit lacks anything worthwhile. Anything at all. Its abilities are setting a weather that hurts it, and Levitate but with a condition that makes it inactive most of the time. Its stats make it neither strong nor versatile.
Lunomi, in contrast to his siblings, is actually pretty good at using its weather ability - so much so that I had the other concern over its balance until New Moon was nerfed. While its speed isn't the best, there's one thing that needs to be known about it - Nocturnal, Choice Scarf, Legendary Eclipse. It's not ridiculous like it could have ended up, but still good.
SCIENCE DRAGONS:
Dresla's type isn't the best offensive synergy out there, and its abilities are a little odd on an offensive 'mon that quadresists Electric, but that is where its issues end. It's rather fast, very powerful, and it isn't even particularly frail. Wonderful.
Mendelaviathan, despite lacking a name that would even fit in the nickname bar, makes superb use of its interesting typing with its almost ridiculous bulk. Also, it has an -ate. I'd honestly rather have it not be as min-maxed as it is.
Newtearth is way too minmaxed, IMO. A little of its defense needs to be shunted into Special Attack. Not too much, I don't want it to be bad or anything, but this is seriously overkill.
Other:
Machinalibur... well, come to think of it, Hourai's competitive details on it basically described everything already, more specifically its sets. It can tank, it can sweep, what's not to love?
And now some stuff about my own.
SUCH AS THE LONG AWAITED MOVEPOOL FOR NYANTUM!
Level:
1. Scratch
1. Astonish
1. Growl
7. Quick Attack
11. Tail Whip
14. Curse
18. Slash
23. Shadow Sneak
27. Charm
30. Night Shade
36. Assist
39. Shadow Claw
46. Body Slam
52. Slack Off (Nyantum only)
A support set that can sponge status, cripple the opponents, and pivot. Could probably be improved, but the general role is what Nyantum does best IMO.
...here's a few other random sets Hail Setter Icicloud
Pretty much Angice's only set. EVs are to maximize the power of all its moves. Never-Melt Ice is probably its best item since it's only using Ice moves anyway, but Focus Sash is usable as well if you want to make sure you can get a Boomburst off... or something.
Suspirit lacks anything worthwhile. Anything at all. Its abilities are setting a weather that hurts it, and Levitate but with a condition that makes it inactive most of the time. Its stats make it neither strong nor versatile.
Snow Warning, Sand Stream, Toxic Downfall (Acid Rain, Ability), and Storm Gale all now provide an immunity to that weather (Seriously, it kinda makes a lot of sense)
since everyone else is doing these, I'll cover the DNA Evolutions:
Knyffe
Knyffe is a fast pokemon with the ability to counter priority spammers with it's own priority, and rush around spreading infection to cripple special attackers. whilst 130 isn't the highest, it does get Swords Dance as a move, which allows it to setup with a focus sash set. And it can also spam moves like Shadow Claw, Psycho Cut, Night Slash, Cross Poison and even U-Turn as a priority pivot. Possibly UU/OU
Goluriee
Goluriee is a slow pokemon, but makes up with it with an Auto Trick Room, 90/120/120 bulk and sustain in Moonlight. Cursed body allows it to shut down certain physical attackers, albeit a luck based strategy. It can also try to setup with a Work Up or Bulk Up, but it's real golden gem is it's stall. If pitted against the right pokemon, it can whittle down the opponent easily with moves such as: Curse, Will-o-Wisp and Toxic. Most likely to be placed in UU
Tsaracid
I'm not the biggest fan of this (Do we really need another Grass/Poison?) but competitively, it is quite strong. with 120/124 offences, it can dish out respectable amounts of damage, and it's 72/72/72 defences allow it to take a hit, sometimes at least. Queenly Majesty also allows it to destroy most things that spam priority, and also makes it immune to Ice Blitz, which is extremely helpful. UU/OU probably
Tsarenta
Tsarenta is the opposite of Tsaracid. Sporting 72/124/124 defences, and a measly 20 speed. However, it keeps it's 120 SpA, which allows it to function like Reuniclus. With a Fire/Grass STAB combo, it hits all types strongly, other than fire (It gets Earth Power for that). The only things immune to that are flying types, but they counter Tsarenta anyway. Queenly Majesty is kinda pointless, because almost everything will be outspeeding you anyway, so that leaves us with Flash Fire (Sweet Veil is terrible, full stop). Possibly UU? Could pair really well with Goluriee, since they're both slow, and could work as a Trick Room core
