(I honestly don't have anything I want to sub for here this round. Interesting scenario. I'm a terrible human being for taking 2 days just to write this. I wanted to do all of my reffing in batches, so I try to wait for everyone to reply to me to stay on the same course of action. I don't think that's a great strategy, and will not be employing it again).
At the start of your turn, if Delcatty is under the effects of Protection, Chill the first instance, Agility the second instance.
