Flavor/Design: Its body is mossy green, and the shell is off-white, has no stones on it and looks much more polished. The middle of its shell has a wind turbine facing up, which causes it to face forward while hovering. Sinnoan Turtonator lives near the Valley Windworks, where the prevalence of high winds and Water-type Pokemon caused its body to adapt by developing Grass and Flying types. Although the turbine on its back is capable of lifting it off the ground, Sinnoan Turtonator doesn't actually fly as it has no wings and is way too heavy to be carried by wind currents, so it can't do much other than stay in one spot once airborne.

Flavor/Design: The "speakers" on its ears are long and narrow, and on the side of its ears. Its main body is neon blue, with the membranes on its wings being black. Unovan Noivern first arrived less than 10 years ago when a colony of Noibat were found sleeping inside a cargo plane after landing in Mistralton City. Considered an invasive species by the locals, they were driven to Twist Mountain, where the Noibat that survived the conditions adapted and evolved. When Unovan Noivern flies on a clear Winter night, the pattern it gives off makes it look like an Aurora Borealis.

Flavor/Design: Its body is brown and light gray, and more muscular than standard Dedenne. Galarian Dedenne lives near Stow-on-Side and in the Dusty Bowl section of Galar's Wild Area. It developed its Ground typing out of the belief that if the world could see how much stronger it is than Pikachu, it could capture some of Pikachu's widespread popularity. It is not uncommon for Galarian Dedenne to interfere in Gym or Champion battles to show off whatever strength it has, but this generally annoys more people than it impresses, so its popularity has actually decreased instead.

Flavor/Design: Sentret and Furret snuck into the Galar region, as they are not normally allowed in. As a result, they took to a life underground, avoiding detection from those who might deport them. It became much more aggressive and took up combat to protect its territory. They have learned from Falinks, and a single Furret commands a horde of Sentret into battle. So far, this has been effective.

In terms of the meta, this is a different take on a Sand sweeper. It’s frail as hell but it’s very fast under sand, and boasts a strong, unique type combo to make it interesting. Swords Dance makes it very potent. Outside of sand, you’ve got a strong banded sweeper with good coverage, with Fighting STAB and Ice coverage making it different from Excadrill. Having Thunder Punch would help with Corviknight too.

Apologies for the minmax but there’s only so much you can do with 415 BST.

Flavor/Design: In Hoenn, the bright sunlight gives new power to Espeon. It has given up its psychic powers and now controls light. It's now a bright yellow in color and the gem on its head is now a mirror. It uses that mirror to redirect both fire and electricity, giving it command over both.

As a meta pick, its basically Magnezone now that it doesn't need HP Fire. Extra attack is not likely very useful but at least it fuels Explosion should you need it. You can also trap something and throw an Encore at it, if you feel like a teammate might want the free switchin.

It also communicates with the moon and stars, and on nights with the full moon, Umbreon's poison is said to be at its most potent.

In the meta, it's another bulky fairy. This one also doesn't care about Steels as it just proceeds to poison them all. Basically, it's Galar-Weezing with recovery. Or you can go with a Merciless set and obliterate everything with Toxic Spikes and Nasty Plot.

It's okay, I rode the same boat with Hoennian Ledian, as I need to minmax a little to get around its 390 BST and even gone as far as slapping Huge Power on it (don't worry, base Attack is only 55).

Did you know that there are no official Galarian Forms for any Gen 4 Pokémon*? Let me fix this one out.
*(Mime Jr. can evolves into Galarian Mr. Mime in Galar, sure, but Mime Jr. still ain't a Galarian form.)

However, newfound Galarian Buizel had returned as spirits, albeit they are revealed to live in the shadow and during the night, preferring to swim in peace. Their fur become pale gray, and their tails slowly fades into wisps.

Flavor/Design: Galarian Floatzel are more aggressive, and will not hesitate to attack intruders that tread into their pond. Their spectral body allows them to swim more gracefully and pass thorough solid objects that could obstruct their swimming course. Retain design changes from Galarian Buizel, and in addition, it also have an additional pair of fangs.
Competitive Niche(s): The only Swift Swim user that is a clear Special Attack is Ludicolo. Galarian Floatzel, while much more frail, compensates with better initial Speed and a more doable Special Attack stat. It can also run No Guard for Hydro Pump and Blizzard/Focus Blast galore. Scald + Hex is also an interesting combination to consider, especially after setting up a Nasty Plot. However, it's frailty and weakness to Pursuit (considering this is NatDex) and Sucker Punch doesn't do it any flavor, and can get quickly walled by dedicated Special walls that isn't weak to both Water and Ghost.

Flavor/Design: Galarian Voltorb are isolated to the snowy mountains near Circhester. This is because of them being nearly endangered by presence of Galarian Stunfisk, as the Voltorb mistook their mouth as a Pokéball to stay with. As a result, their ambush are greatly reduced and become much more predictable, forcing them to isolate from civilization to avoid further attack from Galarian Stunfisk. While the Voltorb have a difficulty to circulate their electroshock capacity, they picked up abandoned Pokéball in order to reproduce themselves into a new species, and the original Voltorb become icy version of their old selves; the Electric / Ice Galarian Voltorb.

Design-wise, they resembles Fast Balls, but the yellow parts are colored cyan blue.

Flavor/Design: Galarian Electrode maintain their basic design, although upside down. This time, unlike standard Electrode, the top is also designed after a different Poké Ball as well, in this case a Quick Ball. The yellow stripes of the "Quick Ball top" are orange and are much more pronounced, as these are mildly popping out of its body. The eyes are also different, as instead of small beady eyes, it have the same eyes of Voltorb's but more squinted, and is covered by small lens to protect its eyes from the snow it summons. It also normally sports a scowl, although it does still smile, just not as often as outsider Electrode does.

Competitive Niche(s): Suicide Lead for Aurora Veil + auto-hail setter, or revenge killer, or Electric Terrain abuser via Dynamaxing (although Dynamaxing as a whole might be banned from here if its get banned from NatDex OU), or even a Choice Spec/Scarf abuser. While Surge Surfer is situational with Pincurchin being almost unreliable as a setter (aside of Zing Zap + Electric Terrain), it can set its own via Dynamaxing, and Electro Ball + Surfer boost on Electrode (especially a Timid one) will inflict a whopping 150 BP on anything with 60 base Speed and minimum EV investment on it. Still a meme of a thing, but once another Electric Surge submission (now that the Surge Abilities are not Legend exclusive anymore) is a thing, expect that to happens.

Is it Overpowered?: It does looks frightening, but there will be reasons why it will be not. It is very frail, meaning that if it fails to destroy its target, chances that an attacking target will severely damage it or even outright OHKO Galarian Electrode. It is also weak to Stealth Rock (and Steelsurge), meaning that it can get worn down quickly. It is also deadweight against a Trick Room team as well, using its own Speed against it whenever this room is set up. Special Attack is average, and is also vulnerable against Priority attacks.

Flavor/Design: They are inspired to the figure of Tengu, which is a sneaky demon from japanese mithology that likes to hide and create illusions to trick men. They live on the mountains and fly around with their wings.

Niche: Shitry is thought specifically for Dynamax, it has to be in that form to swap types dynamically among Grass, Electric, Psychic and Fairy, thanks to its HA Mimicry and since it can learn Grass-, Electric-, Psychic- and Fairy-type moves. It also learns Nature Power to react to opponent's Terrains, if you want to use it. In a set, you clearly need a Flying-type move to boost your Speed stat or a Scarf, since 90 speed is very optimal at +1. It also has Nasty Plot and Calm Mind to boost its SpA. It also has some utility moves like Knock-Off, Pursuit and Roost

Flavor/Design: When Natu first arrived in Galar, the conditions were extremely unkind to it, with predators like Thievul and Linoone all over the place, and even Noctowl preying on the birds. In order to combat this, the Natus evolved the patterns of their bodies to be immensely more terrifying, while simultaneously becoming more ferocious and brutal, abandoning the ineffective mental attacks for more physically inclined ones to ward off enemies.

Flavor/Design: Wimpod in Galar were inspired by the chivalrous nature of Pokémon like Sirfetch'd and especially that of fellow bug type, Escavalier, that it attempted to cast aside its cowardly demeanor to train and fight to be a protective Pokémon that fights for innocents. Unfortunately for young Wimpod, their cowardly nature still overtook them. However, once finally overcomes its fear and righteously protects other Pokémon at the cost of itself, it evolves into the real Knight Pokémon. Galarian Golisopod values seriousness, chilvary and a warrior's spirit more than anything else, and would do near anything to ensure that its ideals come to pass

Flavor/Design: The end of its tail has hardened into a blade. Its fur aside from its belly is a darker and more reddish color, and its ears are white and resemble wings. Raichu in Galar decided to stand up and fight for their honor, after a string of humiliating defeats at the hands of its own pre-evolution.
Competitive: Reckless boosts Volt Tackle and High Jump Kick, giving Raichu enough power to back up its base 110 Speed. Extremespeed is likely to be the third attack, pairing well with Swords Dance or a Choice Band set with Volt Switch or Knock Off in the fourth slot. Its defenses are a bit of a letdown, and in combination with recoil damage this would probably keep it as a niche choice, but I think it has the tools to do some damage if played well.

Flavor
Having been blessed by the stars of Galar, its fighting spirit radiates to life as it aims to take action for the disasters it predicts by the stars it garners its energy from. The stars of Galar allow for Absol to develop a steel-like coating akin to armor as it begins to atone for its own self-pity by embodying the spirit of a hardened knight.

Sword Entry: While it once merely predicted disasters, using its new justified spirit, it aims to protect the people from the disasters it predicts.

Shield Entry:
Having been blessed by the cosmic stars lighting the Galar region, Absol's coat grows a loose metallic layer, and its spirit hardens in the name of justice. It may use both its horns and its loose armor to inflict damage.

Flavor
The metal coating Absol develops fully and detaches as it Mega Evolves, now hovering around Mega Absol as floating, protective barriers. The cosmic energy it has been blessed with now defines its body as it aims to both defend the people it is fighting for and strike down the disasters it foretells.

Sword Entry: Galarian Mega Absol's body is encased in the very mystical, cosmic energy that it has been blessed with. Legends say that it had been one of the heroes of the Darkest Day.

Shield Entry:
Galarian Mega Absol's metal coating, now fully developed, hovers around the Pokemon in a series of hovering shields, allowing for its fighting spirit and cosmic energy to radiate strong.

Reasoning
Normal

All of this, at first glance, appears unbelievably strange. Absol seems completely transformed, hell, it lost Sucker Punch! However... its Galarian form isn't about foul play (lol). The spirit of justice that now exudes from Absol is all about fighting fair and balancing between offense and defense. It no longer fights dirty, but it has mystical tricks up its sleeve nevertheless.

The main claim to fame is Absol's new defensive potential. Thanks to its great defensive typing and new toys in Stamina, Magic Guard, Wish, and Spikes, not only can it prosper in its Mega form, but it can be fantastic as a defensive utility in its normal form. On top of that, the fact it retains Will-O-Wisp is a godsend in of itself, and with Stamina it can be surprisingly great defensively. Hell, it even has a niche in STAB Revenge, which is fantastic on its defensive sets. Even better is its ability Magic Guard, which can not only function defensively but offensively as well. Life Orb sets can be safely run with Meteor Mash and Close Combat, letting it serve as a potent wallbreaker against more defensive archetypes.

The main issues are the lack of efficient coverage outside of Play Rough and Knock Off, making offensive sets rather linear, as well as the double-edged sword that are its type weaknesses and slightly above mediocre defensive stats. Despite having insane utility and versatility, its stats can't be overplayed, as they're still Absol-tier stats (and it's even slower than it was before).

Mega

I had a lot of fun putting this mega together. Not only does it have a unique defensive typing, but has the ability and stats to make use of them, too. Magic Bounce is a phenomenal ability that, on top of Absol's newfound utility, is extremely dangerous against defensive Pokemon. Despite having greater offenses as well, this Mega takes a polar opposite approach to its native Mega in focusing on defense (this shows through its stats). However, underestimating the defensive potential of Mega Galarian Absol would be a mistake, as in the right hands it is extremely potent and has fantastic defensive utility in combination to the benefits of its pre-evo's abilities.

I am not a council member or anything, but the Regional Variants would be something I would still contribute down the line. We already know that Regional Evos (or pre-existing Regional Evos getting a regional counterpart) are out of question even if Galarian Forms are now possible.

I already talked with Aquatic, and the best solution we would think of is to let Regional Evolutions to be made in a sister Pet Mod instead of being integrated in the main thread. Three reasons I will think why the solution we came off makes a lot of sense to me.
  1. Regional Evolutions, despite being an addition to an already existing mechanic called Regional Forms, are still entirely different entity and should be treated similarly to actual evolutions, and be considered like a "spiritual cousin" of Cross-Generational Evolutions, but with a catch (only possible in one region).
  2. Allowing them in the main thread instead of being the focus of a sister Pet Mod will result the Regional Evolutions becoming the major focus instead of Regional Forms, which is not the direction we wanted. Aquatic have no interest of them being implemented, but will not mind Regional Evolutions being the focus of a sister Pet Mod instead.
  3. Allows Pokémon with notably low BST to be easier to "buff" via a new evolution (unless if it already reached a final form/stage 2 evolution), or replace a Pokémon's normal evolution that you really dislike or would not really fit with the regional concept. They don't have to be OU viable of course, but rather staying away from being Untiered or to not becoming completely outclassed by possible competitors. Not every Regional Forms needs a Regional Evolution, either.
I already made a "suggestion beta" workshop idea for Regional Evolutions, in which AquaticPanic/Keegan can adjust to their taste and simplify some details. I posted it in there with Aquatic's permission. https://www.smogon.com/forums/threads/pet-mods-workshop.3657185/#post-8300616

If people liked my suggestion enough, I think Aquatic/Keegan might consider to really go thorough making the sister Pet Mod for Regional Evolutions. I won't tell that it happens as soon as possible, of course; it's a matter of time for them to really go thorough or to let someone else to do the job.
 
Speaking of regional evos, are we allowed to use them for subs? Like for example, an Obstagoon from Hoenn, or a 3-stage Unovan Zigzagoon line using Obstagoon in it?
 
I know that the creation of custom regional evos will be on a side project.

So long as these official regional evos can realistically exist within another region, they are eligible to have Regional Variants. However, they cannot be in a region where an alternate evolution exists. So, for example, Purrserker cannot receive a Kantonian or Alolan form, as a form of Persian exists in both of those regions. This also applies if an existing evolution of that Pokemon exists in this mod (Theoretically, if Cofagrigus had an existing variant in, for example, Johto, Runerigus would not be eligible to receive a variant in Unova or Johto.)

Flavor/Design: Alcremie carries over the physical changes from Sinnoh Milcery, except the creamy top is now shaped similarly to a fire symbol. The Sweet it have also have various forms and color of fire or berry. The cream of the Sinnoh Alcremie are la crème de la crème (the best of the best) for the Puffins, significantly enhancing the taste and nutriments for the Pokémon.
Competitive Potential(s): A bigger HP allows Sinnoh Alcremie to be moderately bulkier. While the Fire-type gives it Rock, Ground, Water and Stealth Rock weakness, it also gives it resistances to Ice, Grass, Fairy, and Fire, as well as further Bug resistance (and eliminates the Steel weakness while we are at it). Ripen will allow for rather crazy shenanigan with Berries, while Filter reduce the damage from its weaknesses, allowing for better survivability. It is rather slow, but it can quickly sweep with Fiery Dance, making it a wallbreaker with enough SpA boost. It's weak Special Defense does not make it ideal against Special Attackers without a Calm Mind boost.

Flavor/Design: Galarian Voltorb are isolated to the snowy mountains near Circhester. This is because of them being nearly endangered by presence of Galarian Stunfisk, as the Voltorb mistook their mouth as a Pokéball to stay with. As a result, their ambush are greatly reduced and become much more predictable, forcing them to isolate from civilization to avoid further attack from Galarian Stunfisk. While the Voltorb have a difficulty to circulate their electroshock capacity, they picked up abandoned Pokéball in order to reproduce themselves into a new species, and the original Voltorb become icy version of their old selves; the Electric / Ice Galarian Voltorb.

Design-wise, they resembles Fast Balls, but the yellow parts are colored cyan blue.

Flavor/Design: Galarian Electrode maintain their basic design, although upside down. This time, unlike standard Electrode, the top is also designed after a different Poké Ball as well, in this case a Quick Ball. The yellow stripes of the "Quick Ball top" are orange and are much more pronounced, as these are mildly popping out of its body. The eyes are also different, as instead of small beady eyes, it have the same eyes of Voltorb's but more squinted, and is covered by small lens to protect its eyes from the snow it summons. It also normally sports a scowl, although it does still smile, just not as often as outsider Electrode does.

Competitive Niche(s): Suicide Lead for Aurora Veil + auto-hail setter, or revenge killer, or Electric Terrain abuser via Dynamaxing (although Dynamaxing as a whole might be banned from here if its get banned from NatDex OU), or even a Choice Spec/Scarf abuser. While Surge Surfer is situational with Pincurchin being almost unreliable as a setter (aside of Zing Zap + Electric Terrain), it can set its own via Dynamaxing, and Electro Ball + Surfer boost on Electrode (especially a Timid one) will inflict a whopping 150 BP on anything with 60 base Speed and minimum EV investment on it. Still a meme of a thing, but once another Electric Surge submission (now that the Surge Abilities are not Legend exclusive anymore) is a thing, expect that to happens.

Is it Overpowered?: It does looks frightening, but there will be reasons why it will be not. It is very frail, meaning that if it fails to destroy its target, chances that an attacking target will severely damage it or even outright OHKO Galarian Electrode. It is also weak to Stealth Rock (and Steelsurge), meaning that it can get worn down quickly. It is also deadweight against a Trick Room team as well, using its own Speed against it whenever this room is set up. Special Attack is average, and is also vulnerable against Priority attacks.

Flavor/Design: Its body is a much more vibrant hue of purple, and the tip of its tail is bright red. Galarian Gligar's tail gives off a bright red beam behind it when it flies. In addition to the star-like shape its body appears to have when in flight, many trainers and collectors alike incorrectly assume Galarian Gligar is a Wishing Star and chase after it, only to experience a rather unpleasant surprise when it clamps onto their face.

Flavor/Design: Its body is a more vibrant purple, and its tail is bright yellow and gives off flames around it. Galarian Gliscor has a body and tail that are perfect for flying at ridiculous speeds. It does so at night, where it looks like a comet flying through space when seen from a distance. Although it occasionally flies extremely close to people, its evasive instincts enable it to fly around anything in its path even at its top speed, so it never collides with or damages anything. By straightening out its tail, Galarian Gliscor can fly at speeds of over 10,000 mph.

Flavor/Design: In Full Belly Mode, the center of its body is light blue instead of yellow, and the two "sides" of it are dark red and indigo. In Hangry Mode, its main body is bright red, while its other "sides" are dark red and its eyes are bright yellow. Alolan Morpeko lives near the Haina Desert and the outlying oasis on Route 13. In contrast to typical Morpeko, it is extreme thirst that affects Alolan Morpeko's mood. Its body channels the water it drinks into powerful Water-type attacks, but intense thirst results in the water stored in its body turning into a vicious Fire-type energy instead.
