While Last Respects is obviously what set this thing apart from most, we can't forget we had to deal with another user last year during the Houndstone suspect test, and it was agreed upon to be balanced for the tier, and even now it doesn't receive many complaints, therefore we will look at Basculegion as a whole. And it has plenty of tools beyond LR, including Flip Turn to work as an offensive pivot, Aqua Jet to revenge kill, and passes the powerful ability Adaptability. Opinions on this one seem quite divided.

With Speed Boost banned you don't see Espathra doing typical Espathra things is this tier, instead is used to give fat teams an easier time against set up, it makes walls less passive and punishes any bad timed set up move.

More people support action on Extreme Speed itself than in Dragonite, and by now it should be clear why, if it wasn't because of the popularity of the proto + psychic surge teams there would not be much that could be done to stop any of the Extreme Speed users in the tier like Lucario, Arcanine and Regieleki.

Sun is the dominating playstyle currently and opinions on it seem quite divided with none of the options having a real lead over the other with different of 2-5 votes between the top options, we have been discussing among the council and action on any of the donors or abusers doesn't seem like the way to go, as we need it to stop increasing the speed of allies for it to be balanced, so action will most likely be on Protosynthesis as it has the less collateral damage, despite making 8 (soon to be 10) Pokémon illegal, banning Drought would just make them unviable and would also make other Sun based strategies unviable, while also having a high chance of making Drizzle broken, depending on how the discussion on this topic goes we could try a different route, but for the time being Protosynthesis will be the target.

Lastly, as far as unbans go, none really got much support, Chien-Pao seems like the most realistic among the top options, Armor Tail seems mostly like a last resort option to stop Extreme Speed cleaners, but it would also make all forms of priority unreliable so we better don't get to that point. Regenerator also got some votes, but not many stills, I can only imagine that unbanning Regenerator would put a prize over my head.
A small disclaimer, this was my opinion, I imagine the rest of the council has their own, you can ask them what they think. We are currently voting, expect some bans announced soon.

We are addressing Protosynthesis now, is getting banned, but we are waiting on the final council member to vote before announcing results as we need their vote to decide the fate of a different subject. We didn't ban it before because we needed opinions from the public to decide what to do, as it is not an easy decision, as the ability is attached to 8-10 different Pokémon. About Quark Drive, is a bit different, as it requires you to use Pincurchin, and is incompatible with Psychic Surge, meaning that these teams have one mon less and can't do anything to stop priority.So in my opinion after playing the tier for a bit there are a couple things that are insane and some of them don't make sense.
1) Protosynthesis/Quark Drive are able to exist while Quick feet/Weather speed boosting abilities are banned. That needs to be addressed either allow all, or ban all. The ladder is almost all weather/electric terrain spam. Banning drought/electric surge could fix the issue outright.
You may be surprised by the little support action Fluffy got in the survey, but is easily explained, as there are many ways around Fluffy, between strong non-contact moves (Stone Edge, Bullet Seed, Glacial Lance, Aqua Cutter, Dragon Darts, Petal Blizzard, Triple Arrows, etc.), Decidueye (Longh Reach) and Punching Gloves. Also, you may be overestimating Beads of Ruin, it is strong, but physical attackers have many abilities that are just as strong or even stronger, like Guts, Toxic Boost, Sharpness, Tough Claws, Strong Jaw, etc., on top of many that also work for special attackers like Supreme Overlord, Adaptability, and others. A good physical oriented team can easily ignore Fluffy.2) Fluffy + Flash Fire is ridiculous, in addition to Stamina (which I believe is balanced). This is basically like having Fur Coat since most physical moves make contact and you're removing the fire weakness. Ice Scales is broken but so is Beads of Ruin and that's allowed.
Chien-Pao was banned for being a very strong mon on top of having a good ability, it has access to priority, a stab that ignores Fluffy (Icicle Crash) and a great speed tier.3) How is Chi-yu allowed and not Chien-Pao. Special wall breakers have always been harder to deal with than physical wall breakers. This one just confuses me, especially since Zacian was allowed for a while.
Extreme Speed is getting banned, but we can discuss Gale Wings now, if there is enough support it may receive action next time.4) Broken priority moves (aka E-speed and Gale wings) Offensive teams are pretty much forced to run psychic terrain to deal with these, and in some cases gale wings can use tailwind and continue the shenanigans. I see Psychic surge was added to the watchlist, but that's more of a biproduct of offensive team that are speed boosting via weather/terrain needing to beat priority spamming teams.
*Side note: Shaymin-Sky with gale wings is ridiculous, just play against it without psychic terrain or e-speed and see*

Something has to be done about dragonite asap it's by far the most broken thing in the meta basically 0 counters.
Idk if E-speed is broken enough on other mons for it to be banned. the only thing I've seen it on is regieleki but havent lost against that yet, also arcenine might just fill the roll of dnite if it gets banned but tbh idk if kills all the meta threats like dnite does.
Proto+drought is also rlly broken especially with fluttermane. Its kinda hard to ban protosynth tho bc it basically removes 8 mons from the meta which kinda sucks so I would advocate for a drought ban over photosynthesis.
so all in all ban dragonite, prob ban flutter or drought and see if e-speed is still broken after that.

Now, about Arceus, we may look at the remaining forms later if the ones being free now end being ok, Bug and Ice are weak to SR on top of being vulnerable to all hazards, Fire also has the problem of Flash Fire being very popular, Psychic isn't a strong type currently and the tier has been able to handle Mewtwo just fine, Dragon is comparable to plenty of the legal dragon-types like Palkia-Origin and Eternatus, but it doesn't have a secondary STAB, so it should have a much harder time breaking pass Fairies. They will all be in the watch list at first.

Well, Quark Drive and E-terrain is very scary, as I believe it's the only speed boosting ability left in the meta? In addition to banning one of the best priorities in the meta, this needs to be watchlisted ASAP. I literally climbed up to 1400 in a single winstreak against old Sun and Stall using an e-terrain HO team, and while Basculegion Last Respects is gone, quark drive speed boosts will likely dominate the meta.
