Yes, as long as that Speed is a 31. Check with the Psychic in the Kiloude City Pokémon Center. He will tell you exactly which stats have 31 IVs.

Plugging in Hidden Power should at least nail down even or odd, which would clear up if the speed is 30 or 31.

I believe its multiple uses, but don't quote me. I would save first then buy and use it just to see if it works.
Is your Xerneas's Hidden Power Steel or Fairy? If its Fairy then I guess you did run into a genuine dead-end. Still, its a 87.5% chance of it having flawless speed (75% chance since three 31s are guaranteed, plus 12.5% for the 50-50 shot of the speed being a naturally generated 31). If it were me I would keep it since resetting for Xerneas is a pain.

its steel. i figure that they are all probably 31 since three of them at least have to be 31. Ill probbaly nevr use him anyways since im only trying to play vgc.
