I dunno, I've bred Pokemon with 4 EM with no problems.
Maybe make sure that the four moves are all Egg Moves, and there are no level up moves on the parents that are also egg moves?
If all else fails, use the move deleter to delete all other moves?

So only one perfect IV? Have you checked at the NPC or just gone off the characteristic?

It will always come with one (in this case speed) flawless IV. It is exactly the same to the in-game trades that have one particular stat at 31.

I probably should have worded that differently. I should have said that it is similar to the in-game trades, in that one IV is always set to 31. I do not know if this event is SRable - if it is, then the IVs are not set in stone; unlike the in-game trades, iirc.
It can be compared to the Unknown Egg Group 'mons (legendaries and baby Pokemon), in that the IVs are not fixed, but at least three IVs are set to 31.
