It's only possible with the Pokeballs available in Gen III. Johto pokeballs such as Lure and Level are impossible.
So is it possible to get a Timer Ball Cyndaquil?

Also incorrect, other 3rd gen balls could be traded in and used to catch them post-game.

How do you guys get passerbys to challenge you? I remember back in October when X and Y were released I'd get challenged all the time, but they rarely challenge me now :/
To add to your answer, Serebii has a rather extensive list of Pokemon and the balls they can be in (at the lowest possible level). It only covers gens 1-5, and doesn't factor in gen 6 at all.
It's all random. Plus, you can challenge them if you want.
I do challenge them, but they just let the request sit there lol.

Putting something like "Battle?" as your personal message helps
EDIT- as far as them requesting to battle you, that is.
Oh okay, didn't know you could do that. So I guess you can get them in Premium, Dive, Repeat and Luxury balls as well.
Very useful guide as to what Pokemon can be in what balls right here.
u can go the pss menu nd choose battle, then battle someone far away, then choose the invite all button(something like that) at the botyom of the screen. that way u make urself noticable that you want a battle nd anyone who clicks on your icon will start a battle
