What I'm trying to say is that it's a matter of "improbable and impossible" in Leaf Green, not "easy and easier". On retail, at least. You can hack anything on an emu.
Why would you RNG on emu if you can't send it to retail? (Can you?)

It's not that you can't transfer it. It's just that it's impossible to RNG on Leaf Green retail; you'd have to "RNG" on emulator if you were going to RNG Leaf Green.
